Job Description Summary In support of the New St. Paul’s Hospital (NSPH) Information Technology (IT) vision, the Director, Project Delivery for Systems & Innovation will be responsible for overseeing the Clinical & Business Systems portfolios (clinical and business systems, applications and equipment) and Innovation portfolio (Clinical Coordination Centre and new technology initiatives). This role will be required to provide senior level management and leadership, be accountable for planning and implementation of the strategic approach, and liaise with PHC (and other regional) leadership to manage the intersection of NSPH initiatives with other strategic efforts. This role requires experience with facility design, team leadership, stakeholder engagement, and familiarity with electronic health record systems, clinical application planning, and data analytics, in a healthcare setting. Experience leading system deployments and teams in acute healthcare facility projects is preferred. Reporting to the Executive Director, Project Delivery, the Director, Project Delivery, provides senior level project management and leadership in support of major capital projects Clinical and Technical Planning portfolios. The Director is accountable for the planning and implementation of the strategic approach and deliverables through the life cycle of the project as identified in the project Business Plan. The Director, Project Delivery also liaises with PHC leadership to manage the intersection of redevelopment projects with other PHC strategic initiatives. Leads the analysis of complex, multifaceted issues, engaging multiple internal and external stakeholders in developing recommendations and communicating conclusions, risks and implications. Builds strong and effective relationships with partner organizations and stakeholders that contribute to the achievement of redevelopment and PHC joint objectives. Provides leadership and direction to staff and relevant project team members. This is a Hybrid role. Qualifications / Skills and Education Education Masters Degree in Health Services or Business Administration, or relevant subject matter field expertise with more than ten (10) years of experience managing medium to large projects in a complex health care environment in progressively more responsible leadership/ administration roles, including experience in complex clinical service re-design and delivery planning, project management, research, issues management and process development, or an equivalent combination of education, training and experience. Skills and Abilities Demonstrated knowledge of the health care system, including the operations and administration of a tertiary level teaching hospital. Demonstrated knowledge of administrative practices and reporting requirements in the public sector. Advanced strategic and critical thinking, political acumen and decision-making skills to enable timely and/ or proactive responses to issues, events and opportunities that impact services and organizational strategies. Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Demonstrated knowledge of facilities project delivery processes including planning, design, construction and procurement within current standards, codes, bylaws and regulations. Demonstrated ability to effectively manage major facilities projects from concept to completion. Superior communication skills both verbal and in written such that messages are understood; that is, understands the essence and subtleties of the communication and the intended audience. Ability to establish and maintain positive and cooperative relationships with internal and external stakeholders at a senior level. Ability to engage multiple internal and external stakeholders in developing creativity and innovation to respond to emerging issues. Knowledge of research processes and methodology. Ability to analyze complex, multifaceted issues and report on findings and recommendations. Ability to lead projects and direct and oversee staff on a project basis. Ability to make formal presentations to various internal and external stakeholders. Ability to plan, organize, set and accomplish objectives and goals in a complex, fast paced environment. Ability to manage human, capital, financial and information resources so that organizational objectives are achieved. Ability to utilize word processing, spreadsheet and database computer applications. Duties and Responsibilities Functions as an active member of the redevelopment project senior leadership team and contributes to the effective direction of the project. Provides leadership for the strategic and project planning of the Clinical and Technical Planning portfolio by working with internal and external stakeholders, consultants and leaders regarding project plans, budgets, scope, progress, status and deliverables; provides assistance to assigned staff to ensure that project goals and deliverables are met; implements corrective actions as required. Develops and implements robust project management methodology to monitor and report progress of all clinical and technical planning and transition activities within the scope of the project. Develops and deploys mechanisms for monitoring performance and progress in achieving successful outcomes throughout the various stages of the project. Works with project and PHC operational leaders and governance committees to ensure deliverables are met or escalated as appropriate. Identifies barriers and develops and activates mitigation strategies to ensure initiatives and projects remain on track and moving forward to completion. Liaises with PHC Senior Facilities, Clinical and Medical Leadership in order to manage the intersection and impacts of NSP and PHC strategic initiatives, service plans and related projects, to ensure that initiatives are appropriately staged, and to coordinate the alignment of NSP and PHC resources to ensure the capacity to execute. Ensures an effective change management model is adopted and implemented through the lifecycle of the project in collaboration with the appropriate project and PHC stakeholders and resources. Collaborates with project and PHC leadership to ensure a robust evaluation framework is developed and implemented to ensure intended targets are measured and ultimately achieved. Develops, plans and implements capital and operating budgets including authorization control and reporting of expenditures ensuring the efficient utilization of financial resources. Prepares and recommends project budgets and manages approved budgets by monitoring expenditures against allocated funds, identifying cost overruns, and approving change orders. Prepares requests for budget adjustments and implements remedial and/or mitigation strategies. Creates workforce plans for the portfolio; leads, directs and supervises assigned staff. Oversees the recruitment and professional development of employees through the formal assessment of training needs and implementation of employee development plans; responsible to direct, and as required, participate in the management of human resource matters. Develops effective processes to assess project risks, identifies risk mitigation strategies and monitors risk throughout the life cycle of projects; oversees risk management initiatives to ensure proper risk control of assigned projects; ensures that contracts are developed and maintained according to provincial standards for all procurements; ensures that projects are planned, designed and built to meet clinical outcomes and aligned with the latest standards. Ensures that appropriate engagement, review and sign-off of project plans and deliverables is achieved; establishes ongoing support for initiatives from project sponsors and user groups; keeps stakeholders aware of project status and ensures effective communication channels are in place. As appropriate/required, assumes the lead role for specific projects within the scope of the NSP Redevelopment Project, and assembles the project team, negotiates and executes contracts, engages, directs and supervises consultants and staff. Disciplines and releases project team members when required. Manages all contracts awarded to consultants, contractors and other vendors to ensure compliance and intent. Performs other related duties as required.
