Reporting to the Director, SEM, (DSEM) the Associate Director, International (ADI) is responsible for the planning and implementation of strategies to recruit students from outside of Canada to Okanagan College, in alignment with the College’s Strategic Enrolment Plan. This includes promoting the institution and its programs through collaborative partnerships across the College with administrators, departments, portfolio leadership, faculty, and instructors. Working with the DSEM, the International Education team, and members of Leadership Council, the Associate Director leads the development of the College’s Internationalization Plan and monitors the institution’s progress on the plan’s objectives.

Additionally, the ADI leads the development of annual international recruitment initiatives, events and activities, and has accountability for the associated budget. In Collaboration with the Director SEM and other College leaders, the ADI contributes to the development of multi-year international recruitment strategies.

The ADI provides direct supervision to the International Education department employees. The ADI also fosters effective relationships with peers at other institutions, and with a range of external bodies aligned with international education and development both within and outside of Canada.

The ADI develops and maintains effective working relationships with a variety of internal groups, including other OC portfolios, departments, community campus managers, and administrative staff. The ADI maintains current knowledge of developments in the international education field and in post-secondary education and maintains awareness of trends and conditions affecting the programs and activities for which the position is responsible.

Education and Experience:

Bachelor’s degree or equivalent of four (4) to five (5) years of study in a relevant area. Master’s degree preferred.

Minimum six years experience in a progressively senior role, within the post-secondary sector and/or with newcomers to Canada is preferred. Management experience is required, along with a demonstrated understanding of the current international education environment in B.C. and Canada, and related recruitment and marketing trends. A high degree of cultural awareness is required.

Functions and Duties:

Strategic Planning and Execution:

o Advises the College’s senior leadership on educational goals and objectives relating to international recruitment, student services and programming.

o Provides oversight to international recruitment and international student services; develops study abroad and exchange programs; promotes international/intercultural awareness activities on campus.

o Works collaboratively to develop a strategic marketing and recruitment & retention plan for international students and oversees its implementation.

o In collaboration with members of the College’s leadership, leads the development of the OC internationalization strategy, implementation, and monitoring, in keeping with the college’s mission, strategic plan, policies and procedures.

o Contributes to the maintenance of agreements with other institutions internationally, in alignment with the College’s strategic plan and objectives.

Operational Management:

o Monitors and evaluates operational effectiveness; effects changes required for improvement.

o Identifies, recommends, and pursues new international markets for OC educational programs.

o Working with the DSEM and the AD, Recruitment and Enrolment Management, coordinates the annual recruitment cycle. This includes planning, logistics and oversight of activities of the staff supporting international student recruitment.

o Responds to concerns, questions or complaints related to the ADI area of responsibility, in accordance with College policies and procedures.

o Participates on OC committees, and various ad hoc committees, teams, and task forces.

o Work closely with the designated supervisor DSEM in the grievance procedure for direct reports and provides input to OC's negotiating committees in formulating bargaining proposals.

o Develops and manages the annual operating and capital budget for the International Marketing program, forecasting revenues and adjusting expenditures in response to increases or decreases in revenue in order to meet financial and performance targets, administers the department on a revenue-generating basis.

Leadership and Team Development:

o Provides leadership and supervision of direct reports and departmental staff, including assignment of duties, orientation, recognition and reward, performance management and evaluation.

o Fosters a professional, team-based work environment. Mentors staff by establishing a respectful working environment, developing a succession plan, coaching, and encouraging high ethical standards.

o Reviews and approves professional development plans for the staff who report directly to the ADI and monitors follow-up activities to maintain high standards of performance.

o Ensures that employees are familiar with the relevant health and safety regulations and receive proper instruction in safe work practices and accident prevention.

o Stays current regarding college program changes and admission requirements by liaising with DSEM and the AD, Recruitment and Enrolment Management.

o In the absence of the Director, may represent the department at senior management team meetings.

Innovation and Continuous Improvement:

o Leads and facilitates proposals for and the development of new and innovative projects, programs and policies aligned to OC’s priority international markets.

o Develops and recommends growth and expansion activities, working with the DSEM, for consideration and approval by Leadership Council and the Executive Team, as appropriate.

o Develops and administers OC policies, procedures, and services to support the objectives of OC.

Community and External Relations:

o Initiates and maintains close contact with a variety of post-secondary institutions, governmental and non-governmental funding agencies, and private sector firms working in the international education field. Facilitates the approval of new and renewed agency agreements in accordance with OC policies and procedures.

o Identifies and responds to government, business, and industry international training needs.

o Develops and maintains effective working relationships with internal and external groups, including other OC portfolios and administrative departments, community campus managers, student union, other institutions, external agencies, advisory committees, funding agencies, professional associations, and community groups.

o Performs other duties as assigned.
