Position: Head of Fragile & Humanitarian Affairs Reports to: Vice President of Programs & Policy Position Term: Full Time Temporary (1-Year Contract) Primary Location: Mississauga, Ontario, CanadaWorkplace Type: Remote (Within Canada) Job Purpose: Reporting to the VP of Programs & Policy (P&P), the Head of Fragile & Humanitarian Affairs provides strategic leadership to build World Vision Canada’s (WVC) influence as a credible thought and action leader in our sector with internal and external donors and partners in the areas of Fragile Contexts, Emergency and Disaster Management. In this role, you will work across P&P and be the focal point contact for WVC in these areas. You will be part of the P&P Leadership Team and maintain close contact with operations and travel to the field to be able to credibly carry out its influence role. You will work closely with the Lead, Fragile Context Programming & Disaster Management, and the Lead, Development within the Program Excellence and Impact Delivery team. Duties and Responsibilities: Provide strategic leadership and direction to fragile context strategic initiatives Provide strategic leadership and direction to World Vision’s Childhood Rescue initiative. Lead Fragile Context Business Plan strategic engagement with World Vision Partnership stakeholders, and implementation support as required. Lead Emergency & Disaster Response Coordination Lead P&P’s response and support cross – organizational coordination, ensuring a fast and efficient response from WVC in High Profile Emergencies and Category III Emergency Responses in the first 6 weeks, including leadership of P&P’s CAT III Surge Team, as well as surge capacity during large scale responses. Maintain and update WVC’s Standard Operating Procedures in Emergencies for the whole enterprise in conjunction with the 24-minute Emergency Response Marketing team. Representation on the internal Emergency Response Core Team. Participate and represent WVC in PETs for all active responses (PCTs will be represented by Functional leads or Program Managers). Responsible for liaising with DMT and the SO forum. Lead advocacy and support policy analysis, positioning and research around themes related to fragility, disasters and the nexus Identify, develop and promote programmatic best practices and funding models, and influence government and funders policies. Support segment leads in positioning WVC as a leader in fragile and humanitarian contexts as well as in disaster management to attract funding opportunities. Stay abreast of current issues and debates related to fragile contexts, disasters and nexus, to ensure that WVC thinking is substantially framed in line with WVC’s Consolidated Technical Voice. This is likely to include causes of fragility, disasters, and key approaches to peacebuilding and conflict resolution. Collaborate with Business Development team to monitor competitive humanitarian institutional donor landscape and identify changes in the sector particularly on nexus initiatives and work in fragile contexts. Represent WVC externally Primary focal point for XX level and above with Global Affairs Canada, including the cultivation and maintenance of close relationships with representatives such as X, Y, Z within IHA. Represent WVC in key external meetings and networks related to fragile contexts and emergencies. Act as a spokesperson for WVC on issues of conflict, disaster management and fragile contexts, working with Media and Communications as required, including supporting the CEO in speaking to fragile contexts. Build and maintain strategic external relationships with key actors in our institutional donor segments, relevant think tanks/research institutions, peer agencies and coalitions like HC, HRN and HPAG. This may be achieved through direct engagement or by supporting colleagues to develop and strengthen these relationships. Support Humanitarian and fragile context program innovations, products and funding opportunities in close coordination with the Business Development, Policy and Programs, and Product team Contribute to shaping WVC’s and the WV Partnership’s programmatic innovation in fragile contexts and Disaster Management. This includes identifying, refining and promoting existing best practices from within WV and across the sector through global networks and connections, and working with programming colleagues to test innovations. Support the development of new and engaging products that drive increased funding to fragile contexts and humanitarian emergencies, in partnership with WV’s Products team. Utilize digital platforms and data analytics to inform and drive targeted funding opportunities across funding segments including mass, public and high net worth. Act as a focal point for World Vision Canada’s Consolidated Technical Voice as it relates to Fragile & Humanitarian programming. Support integration of fragile context programming data and assets into Project Impact Engine and act as Subject Matter Expert consulted throughout the implementation and scale-up, in conjunction with the Lead, Fragile Context Programming & Emergency Response Build and maintain constructive, collaborative relationships with colleagues across the WV Partnership, through active engagement in relevant communities of practice and seeking opportunities for collaborative work with WV national, regional and support offices on issues in emergencies and fragile contexts. Qualifications: University Degree (Masters preferred) in a field related to international or community/social development including business development. Demonstrated deep understanding of international development contexts, trends in delivering international aid in development contexts, innovation in such contexts. Demonstrated deep understanding of humanitarian and disaster management contexts, trends in delivering international aid in such contexts, innovation in such contexts. 10+ years of relevant experience, including in overseas locations, including, significant experience in, and thorough understanding, of WV programming Experience in World Vision Canada decision making processes and structures and knowledge of the WV partnership and ability to leverage relationships, facilitate and negotiate Demonstrated ability to take initiative with confidence and sound judgement, while managing several moving parts simultaneously Demonstrated ability to read and analyze political dynamics within working relations, and the ability to build and promote constructive internal and external relationships - strong collaborative and networking skills. Demonstrated ability to work cross-organizationally and cross-culturally within WVC and across the WV partnership to ensure alignment and realization of strategic goals Demonstrated ability to take initiative with confidence and sound judgement while managing several moving parts simultaneously Excellent and winsome communication and public presentation skills, both oral and written, for internal and external audiences Excellent Microsoft Office skills: use of other computer applications an asset Fluent in English; and French, Arabic or Spanish is an asset. Expectation of international travel of approximately 2-4 trips per year, including potentially to high-risk environments. Why Consider Us?
