Reporting to the Director, Academic Education, the Business Analyst, is an integral part of the Student Practice Education (SPE) team supporting data initiatives. The Business Analyst works in close collaboration, to assist analytics and business users in navigating the analytics platform, supporting efforts to harmonize data request processes across PHSA, and supporting the implementation of data access models and other tools. The Business Analyst provides ongoing support for PHSA metadata implementation, testing, and integration, including gathering and documenting analytics requirements, and leading technical training. The Business Analyst performs data analyses to generate comprehensive and valid reports. Duties/Accountabilities: •Develops and produces program evaluation metrics and tools to provide accurate and high-quality analysis of key indicators, including outcomes, quality and safety, and data standards, in ensuring continuous quality improvement for programs and services for Student Practice Education. •Ensures internal, external, and public data governance needs are met by gathering and negotiating governance requirements from customers and stakeholders, communicating requirements to technical resources, and following up with key partners regularly to develop and implement evaluation processes. •Analyzes operational problems and recommends innovative solutions by critically evaluating information gathered from multiple sources, reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, distinguishing user requests from the underlying true needs, and driving and challenging business assumptions. •Works in collaboration with program leaders and provincial partners to monitor and maintain data governance standards, measure progress towards goals and objectives, and identify the key factors that account for any deviation from stated goals and objectives. •Identifies data quality issues with complex data and takes initiative in working out optimal solutions with appropriate partners to improve accuracy, timelines, coordination, and other data issues. •Develops reports, dashboards, presentations, and briefing documents for multiple internal and external partners. Supports the development and maintenance of analytics and data governance-related content on multiple intranet webpages. •Provides ongoing support for implementation, testing, documentation, integration, and training of data governance services. Provides leadership in the development of processes to analyze the functionality and effectiveness of metadata management, and devises improvements to current procedures to increase efficiency, accuracy, and performance of metadata solutions. •Keeps up-to-date about new initiatives, developments, trends, and best practice in data governance and quality improvement through literature reviews and contact with key partners from other organizations. Communicates information and makes recommendations to program leaders. Qualifications: A level of education, training and experience equivalent to a Bachelor’s degree in Business, Analytics, Health Informatics, Health Sciences, or related discipline plus a minimum of five (5) years of recent experience in complex data analysis, health evaluation, project/program management, preferably in a large, multi-site health care environment. Demonstrated ability to perform accurate advanced data manipulation, analysis, and information presentation using Microsoft Office suite, database, and statistical software. Knowledge and experience in project management, strategic planning, and project implementation. Strong verbal and written communication skills. Demonstrated ability in preparing professional reports and presentation materials. Ability to work under pressure and multi-task without supervision. Ability to communicate complex and technical ideas in simple language. Demonstrated ability to exercise tact, good judgment, and initiative.
