Introduction Treasury Board Secretariat (TBS) provides direction for the management of public funds to meet government objectives and promotes the efficient implementation of government policies and programs through the cost-effective use of government's financial and human resources. TBS also provides multi-year strategic plans for, summary government revenues, expenditures, capital (infrastructure) and corresponding net debt. This work is led by Fiscal Management and Capital Planning Unit (FMCP). The Director of Economic and Fiscal Analysis in FMCP has a lead responsibility to develop fiscal strategies and planning options to provide advice and support for the Minister of Finance, Secretary to Treasury Board, Assistant Deputy Minister, and Treasury Board. Conditions of Employment: Must be legally entitled to work in Canada Must be able to provide and maintain a satisfactory criminal record check Qualifications: ESSENTIAL: Master’s degree in economics, or a related discipline or a combination of related work experience and education Experience creating new insights, developing new approaches and making innovative decisions through undertaking in-depth and high-quality research Strong problem-solving skills, including the ability to analyze complex economic and financial information using empirical and/or modelling skills Extensive experience undertaking research in macroeconomics and or government financial accounting Experience in managing a team of senior economists or senior analysts to produces high-quality research of relevance in new or needed areas Experience leading the development of strategic frameworks that offers insights into business or government workings, helping to identify strengths, weaknesses, and the best course of action Experience overseeing the delivery of recommendations, strategies or proposals including research methods, source of information, analysis and modelling, and application of policies to achieve key objectives Experience developing and coordinating work plans including scope, schedule, workable allowances, and type and quality of deliverables Excellent written communication skills including the ability to produce effective written documents in a way to appeal to and influence a target audience Excellent verbal communication skills including the ability to make effective, well-structured presentations adaptable to a range of audiences, and the ability to communicate effectively with others by demonstrating active listening and conveying information clearly Ability to work independently and collaboratively Excellent political acumen demonstrated through experience providing and translating strategic advice to senior leaders on complex topics and sensitive issues Duties: The Director is responsible for managing and enhancing the multi-year fiscal framework that provides medium term projections for summary budget revenue sources, expenditures for each department and total capital spending. Influenced by the economic environment, the framework focuses on longer-term planning, governance, setting of objectives and government priorities and evaluation of outcomes. In addition, the Director also coordinates the production of the annual Manitoba Budget and contributes the Fiscal Outlook and Fiscal Indicators sections of the Budget. The Director is responsible for providing analysis, advice and reporting on fiscal and economic conditions and outlook in other Canadian jurisdictions. The branch works closely with other branches and Divisions on matters related to government revenue and expenditures, Manitoba’s economic overview, Manitoba’s credit rating, and on Manitoba government’s borrowing program.
