: Reporting to the Manager of Financial Accounting, this position will be responsible for the following duties: planning, development and implementation of various evolving PSAB compliant capital asset accounting requirements, as well as related policies and procedures, and supporting the needs of the Asset Planning department. This will include researching PSAB requirements, industry best practices, existing asset sub-systems, policies and procedures, and operational asset management requests and requirements. This position will be responsible for developing and implementing methodologies to inventory and value a wide array of capital assets along with overseeing ongoing maintenance of the capital asset database as well as the financial sub-ledgers to ensure appropriate financial reporting requirements are met. As a financial system administrator, the position shall monitor permissions and users on the various capital asset system(s). This position will be involved in system interfacing between all capital asset systems and other corporate systems and will ultimately be responsible to monitor and maintain these interfaces. This position will also work closely with the Financial and Information Technology Teams to research, select, test and implement any new capital asset modules and accompanying subsystems that comply with various PSAB requirements and the City’s Asset Planning needs. This position will develop and maintain the capital asset systems in accordance with the requirements of the Asset Planning area. Working closely with Asset Planning to develop and maintain an ongoing understanding of their needs, all capital asset reporting shall form the foundation of Asset Planning initiatives and mandates. In this leadership position, the incumbent will liaise with City staff across all departments, local boards, external auditors and various consultants. Your strong communication skills will help you plan and lead training, influence adherence to various procedures & policies, promote the corporate virtues of various PSAB initiatives, manage external auditor expectations and concerns, develop collaborative working relationships with key staff across the corporation, produce relevant reports, audio-visual presentations and other printed material for varied audiences. While the position has no direct reports, the position is responsible for the regular allocation of work to other staff and must work effectively with those staff to ensure satisfactory completion. Will perform Occupational Health and Safety duties as outlined in the Corporate Health and Safety Program. Will perform other related duties as required. QUALIFICATIONS: OR Must have a University degree in Business Administration with a major in accounting, or Ontario Ministry of Education equivalency, and a minimum six (6) years’ experience in a business/accounting related environment;  OR Must have a post secondary school community College diploma in Business Administration with a major in accounting and over ten (10) years’ experience in a business/accounting related environment. Must have a professional accounting designation such as CPA/CA, CPA/CGA, CPA/CMA or acceptable equivalency as recognized by applicable regulatory body;Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful driver’s licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment; Must be familiar with accounting, spreadsheet, word processing and database software packages. Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work; Professional level experience in the financial management of a public or private organization, preferably involving fixed asset accounting, interpreting and applying accounting standards and financial reporting is considered an asset. Experience in leading a large-scale financial reporting project or managing a complex Capital Asset financial system is considered an asset. Knowledge of the PeopleSoft Financial Systems and PSAB requirements would be considered an asset. The physical demands analysis associated with this job indicates light level of work.
