Managing Director, Assessment Services Division Organization Overview: The Saskatchewan Assessment Management Agency (SAMA) is an independent agency with responsibility to the Province of Saskatchewan and local governments (municipalities). Provincial legislation mandates SAMA to develop and maintain the province’s assessment policies, standards and procedures; audit assessments, and review and confirm municipal assessment rolls; and provide property valuation services to local governments (municipalities). Division Overview: The Assessment Services Division is responsible for providing property assessment valuation services to more than 760 urban, northern and rural municipalities, which involves the valuation of over one-million accounts. The Division provides these assessment services from eight regional offices located throughout the province as well as two unit offices located in Central Office in Regina. Position Overview: Reporting to the Chief Executive Officer, the Managing Director, Assessment Services Division, is responsible for planning, organizing, directing, and controlling the delivery of property assessment services to our client municipalities. The primary responsibilities of this position are: • Provide strategic and operational leadership in the delivery of property assessment services including inspection and re-inspection of properties, sales verification, market analysis, revaluation, and support of value. • Participate as a member of the senior executive team by contributing to program, process, and policy development, strategic and operational planning, and the implementation of Agency initiatives. • Lead, coach, and mentor the Assessment Services Division’s management team to achieve the Division’s goals, objectives, and performance expectations. • Develop and maintain a divisional structure that is forward looking, client-focused and ensures continuity of efficient and effective service delivery to municipalities. • Foster a corporate culture that promotes ethical practices and encourages openness, honesty, integrity and mutual respect. • Benchmark program performance and practices with other assessment agencies to research and introduce alternative delivery strategies and best practices in property assessment. Required Qualifications: Candidates must have completed a post-secondary degree or diploma in a related discipline (business, agriculture) with a minimum of fifteen years of property assessment experience with at least eight years at a management level. Candidates must be licensed or eligible to be licensed as an accredited assessment appraiser through the Saskatchewan Assessment Appraisers’ Association. This position requires demonstration of SAMA’s leadership competencies at a superior level: strategic orientation, effective communication, building organizational community, accountability, innovation, planning and risk management, performance management, inclusivity, and process management.
