Specialist, Emergency Management Program Job Code:335 Department: Human Resources Job Summary: The incumbent will be responsible for the oversight and coordination of all aspects of the Emergency Management Program for the City of Whitehorse. This position will ensure that the City's Administrative Directives, policies, procedures and practices are in line with the Emergency Measures Act and that the City's Emergency Operations Centre (EOC) is in a state of operational readiness. Additionally, this position will serve as a liaison between all City departments, First Nation and Territorial Governments, and any key stakeholders. Duties and Responsibilities: Conducts internal needs and risk assessment and implements the municipal requirements of the Emergency Measures Act (EMA) and Emergency Measures Bylaw (EMB) and ensure all aspects of the EMA and EMB are also maintained. Strategizes and liaises with local governments to ensure alignment with local responsibilities as well as the territorial program. Reviews and updates the City's Emergency Management plan and associated documents. Produces appropriate agendas, arranges and chairs meetings of the Emergency Management Committee. Regularly evaluates and monitors the operational readiness of the EOC, determines training needs and organizes staff training for the EOC and plans and delivers scenario-based exercises as required to ensure EOC operational readiness. Monitors and evaluates to ensure that all equipment and technology are operationally ready and adequate for activation. Supports and liaises with Yukon Government's Emergency Support Services (ESS) program through the territorial ESS coordinator. During EOC activations acts as the Liaison officer, or other roles as directed. Compiles and analyzes information to provide an annual report outlining training, activations, and activities of the EOC. Develops an annual work plan for consideration by the Emergency Management Committee and Senior Management. Prepares a draft budget outlining current and future proposed costs of the program. Researches and applies for external alternate funding sources. Manages contracts on behalf of the Emergency Management Program, such as consultants to provide training, exercise, or planning. Prepares and evaluates tenders, quotations, proposal calls and reports and awards or recommends awards in accordance with the City's Purchasing Policy. Follows, so far as is reasonably practicable, established safety procedures and standards. Acts as Manager Health and Safety / Emergency Management as assigned. Other duties as assigned. Job Requirements: Working Conditions: Majority of the work is performed under normal office conditions. Outside of activations, the incumbent will perform their regular daily duties within their regular work hours. However, during activations, the nature of this role will change. When dealing with emergencies, the incumbent will be in challenging and stressful situations when dealing with emergencies. This role will be working with many internal and external stakeholders during challenging and stressful situations and, as a result, may require long hours during activations. Required Knowledge, Skill and Abilities: Diploma (or higher) in Emergency Management or in a related field. 5 years of relevant experience focused on emergency management or directly related to emergency disaster management. 6 months on the job experience Experience in an operational EOC in a leadership role is an asset. Knowledge of and practical experience in Emergency Support Services. Experience in building, developing and maintaining successful relationships with public and private organizations and partnerships. Knowledge of local government operations, geography, and community services. Personable, professional, tactful and diplomatic; can be trusted to positively represent the City and its reputation in every interaction. Approachable, customer-centric team player who works well in a group and independently. Strong organization skills, including multi-tasking and time management. Ability to apply superior judgment and diplomacy to communicate key messages and collaborate with a variety of internal and external stakeholders. Excellent communication skills, both written and verbal, to support internal and external relationship building and driving EOC initiative. Leads by example by adhering to all City Policies, Administrative Directives, and Bylaws. An equivalent combination of education, training and experience may be considered.
