Manager of Construction and Capital Projects Permanent Full-time - 35 Hours Per Week - Monday to Friday - 12 months Position (1.0 FTE) Salary range: $112,042 to $127,320 Start date: Immediately; Duration: Permanent The Manager of Construction and Capital Projects is responsible for overseeing all construction, renovation, and major capital projects within the Catholic School Board. This includes the planning, execution, and completion of new school builds, major renovations, and facility upgrades. The Manager ensures that all projects are delivered on time, within scope, and in alignment with the board’s mission and values. The role requires close coordination with internal departments, contractors, architects, engineers, and regulatory agencies, ensuring compliance with provincial standards and alignment with the Catholic educational mission.REPORTS TO: Senior Manager of Facility Services WORK LOCATION(S) AND WORK TIME(S): Catholic Education Centre PREREQUISITES FOR POSITION: Bachelor’s degree in Construction Management, Architecture, Engineering, or a related field or equivalent combined education and experience. Professional certifications such as PMP (Project Management Professional), P.Eng., or LEED Accreditation are considered an asset. Minimum of 5-7 years of experience in construction management or capital project oversight, ideally within the education or public sector. Proven experience in managing multi-million-dollar capital projects, from inception to completion. Experience working with government agencies, consultants, and contractors, with a strong understanding of Ontario’s construction regulations and standards. Strong project management skills, with the ability to handle multiple projects simultaneously. Excellent financial management and budgeting skills, with experience in cost control and resource allocation. Strong communication, negotiation, and leadership skills. Thorough knowledge of building codes, safety regulations, and construction standards in Ontario. Ability to work collaboratively with a wide range of stakeholders, including school administrators, contractors, and government agencies. Key Job Requirements : ProjectManagement: Lead and manage all phases of capital projects, including planning, budgeting, design, tendering, construction, and close-out processes. Develop detailed project scopes, schedules, and budgets for new construction, major renovations, and facility upgrades. Monitor and report on project progress, ensuring milestones are achieved, and any issues or risks are identified and mitigated.Capital Planning & Development: Collaborate with senior leadership and other stakeholders to identify and prioritize capital projects based on school board needs, student enrollment trends, and facility assessments. Develop and maintain long-term capital plans, ensuring alignment with the board’s strategic goals and facility needs. Engage in forecasting and strategic planning for future school development and infrastructure improvements. Budget Management: Prepare and manage project budgets, ensuring cost-effective use of resources and compliance with allocated funding. Track all financial aspects of projects, including expenditures, contracts, and payments, ensuring fiscal responsibility and adherence to budget limits. Seek and apply for available funding through provincial grants, partnerships, or other financial opportunities to support capital projects.Compliance & Regulatory Oversight: Ensure that all construction projects comply with Ontario Building Code, Fire Code, Occupational Health and Safety Act, and all other applicable legislation. Coordinate with municipalities, provincial ministries, and other agencies to secure necessary permits, inspections, and approvals. Ensure projects meet health, safety, accessibility, and environmental standards.Contractor & Consultant Management: Oversee the tendering process, contractor selection, and negotiation of contracts for architects, engineers, and construction firms. Manage relationships with consultants, contractors, and vendors, ensuring quality control, adherence to timelines, and resolution of any issues. Conduct regular site visits to monitor construction progress and ensure compliance with project specifications and safety regulations.Stakeholder Communication & Reporting: Act as the primary point of contact for capital projects, liaising with school principals, senior leadership, trustees, and other internal stakeholders. Prepare and present detailed project status reports, budgets, and timelines to senior management and board trustees. Facilitate clear communication between all parties involved in the projects to ensure transparency, collaboration, and the successful delivery of projects.Sustainability & Energy Efficiency: Ensure that all construction and renovation projects incorporate sustainable design and energy-efficient solutions, in line with the board’s environmental goals. Promote green building practices and work towards the board’s energy management targets. Post-Construction & Handover: Oversee the final stages of construction projects, including inspections, final approvals, and the handover of completed facilities to school administration and maintenance teams. Manage any post-construction warranties and address any deficiencies during the warranty periodWorkingConditions: This is a full-time position based at the Catholic School Board’s central office, with regular visits to construction sites and schools across the board’s jurisdiction. Occasional travel may be required for meetings, site inspections, or collaboration with external partners. Some evening or weekend work may be necessary to accommodate project timelines or address urgent issues.
