We support students, parents, teachers, and administrators from Early Childhood Services (ECS) through Grade 12.Reporting to the Director of Financial Reporting and Accountability, the Manager of Financial Reporting leads a team of five professionals. The Manager is accountable for the quarterly submission to Treasury Board and overseeing the preparation and development of the Ministry, Department, and Alberta School Foundation Fund (ASFF) yearly audited financial statements/information.The Manager assists in the coordination of the material for the annual report submission and oversees the day-to-day operations of the ASFF, which includes a full billing cycle, collection, and reporting of 344 municipalities and 18 opted-out school jurisdictions. This position is the lead contact for the Auditor General and collaborates with other senior managers in resolving complex financial issues.ResponsibilitiesProvide an overview of the submission requirements.Review Treasury Board's submission documents, including variance explanations and public sector accounting standard financial statements.Discuss key financial highlights and audit issues.Lead year-end/quarter-end planning meetings with the Financial Reporting and Accountability team.Prepare and review the consolidation reporting process.Ensure reconciliations between Fiscal plan basis reporting and Public Sector Accounting Standard reporting are completed.Provide direction on layouts and financial statements updates and presentations.Meet with the Auditor General and other stakeholders for audit planning and issue resolution.Oversee preparation of tables for Treasury Board Secretariat for Fiscal Plan basis of presentation.Mentor/train staff on financial reporting techniques and best practices.Conduct annual performance plans and assessments.Work with School Boards and Municipalities to resolve issues and implement new systems.Review and approve monthly account reconciliations and bank reconciliations for the ASFF.Prepare briefings, presentations, and financial information for senior and executive managers.Oversee special reviews and projects involving financial issues and school authorities.Contribute to meetings with Executives and Business Planning for public accounts preparation.Work with regulation review committees on updating legislation.Attend and contribute to Cross Ministry Report Working Group and Accounting Officer meetings.CompetenciesBuilding Collaborative Work Environments - Leads collaboration and builds trust and teamwork.Agility - Creates an adaptable environment and overcomes barriers proactively.Systems Thinking - Considers the impact of strategies on clients and stakeholders.Creative Problem Solving - Fosters an environment for generating new ideas.QualificationsUniversity graduation in a field related to the position assignment, supplemented by three years of related experience. Related experience or education may be considered on a one-for-one basis. Specific qualifications may apply depending on statutory or unique requirements.Assets:Knowledge of advanced financial accounting and reporting theories.Professional designation (CPA/CMA/CGA) completed or in progress.Advanced business writing and communication skills.Knowledge of financial reporting practices of school jurisdictions and private schools.Experience with Public-Sector Accounting Standards.Understanding of relevant Ministry and government business plan goals.Knowledge of relevant legislation and regulations.This is a full-time permanent position working 36.25 hours per week, Monday to Friday. Working location is Commerce Place, 10155 102 Street, Edmonton AB.Final candidates will be required to undergo security screening.
