Senior Engineer and Senior Project Manager Transportation Services Oct 30, 2024 SENIOR ENGINEER and SENIOR PROJECT MANAGER TRANSPORTATION SERVICESAre you a Project Manager with extensive experience in traffic signal operations and systems and the planning and delivery of complex transportation engineering and design projects? If so, consider this exciting opportunity with Transportation Services!The Senior Engineer (permanent position) or Senior Project Manager (temporary position) will be reporting to the Traffic Systems Operations Manager, and will manage a team of engineers, project leads, analysts, and technologists. This team is responsible for the optimization and operation of traffic signals, traffic beacons, pedestrian crossovers and accessible signals across the City.Major Responsibilities:Specific responsibilities may include, but are not limited to, the following:Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.Leads and coordinates a multi-disciplinary team in the delivery of variable traffic signal projects such as: Corridor Coordination and Optimization, Smart Signals, Bicycle Traffic Signals, Transit Signal Priority, Emergency Vehicle Priority, Leading Pedestrian/Bicycle Intervals, Protected Pedestrian Phases, Accessible Pedestrian Signals, Left/Right Turn Protected Phases, and Traffic Controller Coding and Testing.Provides technical advice, review and expertise, utilizing standard engineering principles and practices, to assist in the delivery of projects relating to traffic signal control systems, traffic signal controllers and cabinets, and vehicle detection.Develops RFPs for the hiring of consultants to assist with the analysis and implementation of traffic systems operations projects, including the updating and/or development of standard operating practices.Develops RFQs and tenders for traffic systems operations projects relating to the City’s Vision Zero and Congestion Management Plan initiatives.Prepares training course materials, and conducts training, demonstrations, and tailgate sessions to staff and for users of traffic control systems.Prepares historical signal timing letters for lawyers, insurance companies, police and consultants.Reviews drawings, engineering studies, specifications, plans and cost estimates prepared by consultants as they pertain to modification of traffic signal operations and traffic signal plant.Manages the work performance of contractors, suppliers and consultants with respect to quality, timeliness, cost and completion of required tasks.Provides work direction and training to unionised and non-unionised staff.Assists the manager in developing the unit’s annual operating and capital budgets.Monitors expenditures, approves invoices for assigned projects and activities, and provides regular reports to the Manager and the Capital Projects and Program unit.Prepares technical and other necessary reports and submissions for the information of, and as required by, the Division and City of Toronto Council.Liaises with the public, Councillors, media, consultants, contractors, and other transportation agencies on matters relating to traffic signal operations.Prepares and delivers presentations to senior Department staff, elected officials and the public.Establishes, maintains, and fosters linkages to other units throughout the City and colleagues in other municipal, provincial and federal governments to ensure effective partnerships for projects that span Divisions and/or jurisdictions.Participates, leads, and facilitates technical working groups to address operational issues.Responds to enquiries from the public, City staff, members of Council, interest groups and transportation agencies regarding traffic signal operational issues.Performs site inspections to ensure that staff are in compliance with the City’s Health & Safety requirements.Maintains up-to-date knowledge of technological developments in the field of Traffic Engineering, Traffic Operations, Intelligent Transportation Systems, and Traffic Signal Control.Represents City on committees, attends meetings and provides input.Key Qualifications:To be eligible for the Senior Engineer position, you must be a Professional Engineer (P.Eng) in good standing with the Professional Engineers Ontario (PEO), or eligible to register as a P.Eng with the PEO prior to the employment start date.University degree in civil engineering, traffic or transportation engineering, or an equivalent combination of engineering education and experience may be considered.Extensive experience in traffic signal operations and systems.Considerable experience managing the planning and delivery of complex transportation engineering and design projects, with an emphasis on Traffic Operations, or Traffic Signals design, construction, and operations.Experience with traffic optimisation software (e.g., Synchro and Vistro) and traffic simulation software (e.g., Vissim, Aimsun and Paramics).Valid Ontario Class “G” driver’s license, and daily access to a reliable personal vehicle for use on City business.Experience with traffic signal controller programming and testing will be considered an asset.Knowledge of relevant standards, legislation, bylaws (e.g., Occupational Health and Safety Act, Highway Traffic Act, Ontario Traffic Manual Book 7 and Ontario Traffic Manual Book 12) and industry standards and guidelines (i.e., TAC, ITE, IMSA, MUTCD, Ontario Provincial Standards, arterial roads safety, etc.)Knowledge of safe work practices as they relate to working on arterial roads.Highly developed communication, interpersonal, and customer skills to clearly and concisely communicate with all levels of the organization, including senior staff, elected officials, the media and the public.Familiarity with the preparation and/or evaluation of proposals.Ability to take initiative, and be self-managed, accountable, flexible, and adaptable to multi-task, plan, organize, schedule, coordinate projects and track and manage budgets as well as schedules.Teamwork and collaboration to work effectively with contractors, colleagues, elected officials, consultants, contractors and all stakeholders.Ability to plan, supervise and direct the work of staff and manage the work of consultants, vendors and contractors with an understanding of modern principles and practices of management and management controls.Ability to provide guidance to staff providing Active Traffic Management (ATM) coverage in the City’s Transportation Operations Centre (TOC), on an as-required basis, between the hours of 6:00 a.m. to 7:00 p.m. Monday to Friday, and after-hours for special event coverage (e.g., BMO events, Exhibition Place events, etc.) as part of the City’s goal to deliver ATM services.Salary: $112,280.00 – $149,247.00 per annumToronto is home
