This position provides support services in data analysis, data visualization, and analytics reporting, delivering high quality evidence and information products to various health system stakeholders to support policy and program development and guide decision making.

In addition to the above, the Health system Analyst will perform the following duties; 

Provide analytic information and reports: 

  • Perform data extractions and analysis of health administrative data to produce reports and presentations to support evidence-based decision making, business planning, and health system monitoring, evaluation and performance management.
  • Design, produce and deliver standardized health information products such as summary files, statistical tables, graphical representation of data, descriptive and comparative analysis reports of population demographics, disease prevalence and trends, health status, health system utilization, contextual reports, maps and other health information products.
  • Research, identify and analyze issues related to the use and interpretation of relevant health data and information and report on the performance of the Alberta health system relative to those of other jurisdictions (e.g., at the provincial and international levels).


Lead project teams to prepare health information/knowledge products to quantify trends and help assess policy options:

  • Lead virtual research and analytic teams and bring subject matter experts together to collaborate on analytic information/data requests. 
  • Establish and maintain effective linkages and ongoing communication with internal and external information requesters and provide expert advice to strengthen methodology used in research, utilization and data quality improvement studies.


Support branch and corporate initiatives to ensure continuous quality improvement:

  • Work with internal and external stakeholders to review and enhance the data framework and tools.
  • Work with the Health Analytics Branch and Data Engineering and Operations Branch and relevant health system stakeholders on data issues and gaps.


Create data visualization such as dashboards and maps:

  • Create meaningful, highly aggregate and easy to use information for reports and presentations using various presentation tools such as Excel, SAS (Statistical Analysis System), Power BI, R, Python, PowerPoint Presentation, and other dashboard software.


Provide analytics support to health system stakeholders:

  • Proactively identify client needs, plan and manage the provision of standardized decision support analyses and reports for clients.
  • Provide expertise and advice to clients to identify and clarify their health analytic needs.

Qualifications

A Bachelor's degree in Economics, Statistics, Mathematics, Biostatistics, Health Informatics, Public Health, Data Science, plus 4 years progressive related work experience.

Equivalency: 
Related experience or education may be considered as an equivalency on a one for one basis.

The following are considered assets to the position:

  • Demonstrated experience initiating and leading health-related applied research. 
  • Experience working with various health system and analytic software packages SAS Viya/R Studio/Python/Azure, data visualization (Tableau/SAS VA/R Shiny), mapping (QGIS, ArcGIS).
  • Demonstrated ability working with big data and developing automated data reporting. 
  • Knowledge of applied data science to analyze and interpret health data (statistical science, machine learning, data management, etc.).
  • Strong understanding of complex health system topics such as primary health care, continuing care and acute care system.
  • Experience integrating information from a variety of sources (data management, data linking, data integration, etc.).

This competition will be used to staff one (1) full-time permanent position.

Hours of Work
7.25 hours daily/ 36.25 hours weekly, Monday to Friday
 
Location
ATB Place North, Edmonton, Alberta. This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).

  • This position maybe used to fill future vacancies across the Government of Alberta, at equal or lower classification and salary.
