Alberta Infrastructure designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals, and government facilities infrastructure meet the needs of Alberta’s population. The Ministry also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

This position is responsible for leading the Government of Alberta's (GoA's) coordination and engagement on alternative financing projects and investments, including leading engagements with the Canada Infrastructure Bank (CIB) and working with partner ministries to maximize opportunities for alternative financing. The Director is also responsible for leading the management of Unsolicited Proposals (USP) Framework, working closely with the with internal and external stakeholders to complete analyses required to assess deal viability and value. 

The primary responsibilities of the Director, Alternative Finance and Investment include, but are not limited to:

Strategic Coordination and Management

  • Leads in the development and implementation of the GoA’s USP Framework, and assists in driving Infrastructure’s strategies in line with the Infrastructure Business Plan.
  • Leads due diligence, preparation, evaluation and decision packages related alternative financing investments/projects. 
  • Participates and contributes to strategic discussions with national and international stakeholders on matters relating to alternative finance investments.

Strategic Operations Support

  • Contributes to providing practical solutions and advice to senior staff and elected officials on alternative financing opportunities, including unsolicited proposals and CIB financing across a variety of infrastructure asset classes.
  • Provides input in developing and maintaining policies, strategies, operational plans, and directional papers. 
  • Engages in alternative finance market research, identifies constraints and provides innovative solutions for fostering policies/operations and regulatory frameworks.
  • Performs quality assurance, including reporting to Executive Director, Alternative Capital Financing on work plan progress and advising on potential issues of concern.

Knowledge Management and Knowledge Sharing

  • Defines and develops best practice and knowledge, by bringing in global/regional best practices to the GoA and promoting the GoA’s best practice externally.
  • Supports building corporate knowledge, including reporting, briefing papers, speeches, and supports to government initiatives.
  • Contributes to Infrastructure’s knowledge management activities.

External Relations and Coordination

  • Establishes and maintains effective relationships with governments, partners, additional stakeholders, and private sector entities within the area of responsibility.


Internal Relations and Coordination

  • Coordinates with internal stakeholders and supports partner ministries to achieve relevant targets and develop associated strategies and processes. 
  • Contributes to effective coordination and cooperation within Infrastructure which includes informing team members, Executive Director and the Assistant Deputy Minister of day-to-day development, emerging opportunities and challenges, and provide recommendations accordingly in a timely manner.
  • Communicates effectively and fosters an environment conducive to achieving high staff morale and motivation.


Staff Supervision

  • Takes the role of team leader and supervises the work of team members. Demonstrates leadership and motivates reporting staff to perform at their full capacity.
  • Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensures the on-going learning and development of reporting staff.

Qualifications

Education and Experience 

  • University graduation in Business, Finance, Law, Engineering or Architecture. 
  • A minimum of 6 years progressively responsible management experience.
  • 5+ years of experience working on capital projects or alternative finance projects/transactions. 
  • Working knowledge of alternative finance mechanisms, the Canada Infrastructure Bank (CIB), and Unsolicited Proposals (USP).
  • Related experience or education may be considered as an equivalency on a one for one basis. 

Assets

  • MBA, CFA, and CAIA are considered strong assets
  • Experience or certification in finance, project management, commercial law, procurement, project planning, construction or engineering.
  • Demonstrated business development experience. 
  • Experience working in a leadership role and supervising staff.
  • Experience in policy framework development.
  • Experience in financial analysis and strong analytical ability

Hours of work: 7.25 hours per day / 36.25 hours a week
