The successful candidate will have an opportunity to discuss this arrangement with their manager.The CMHA home office for this role is Newmarket, located at 1101 Nicholson Road, Unit 5, Newmarket, ON L3Y 9C3 and the incumbent may be required to travel to other CMHA Offices in York Region and South Simcoe as required.Job Profile:Reporting to the VP Finance & Technology, this Senior Management Team position contributes to the overall success of the organization by effectively managing all financial and accounting operations, including budgeting and financial analysis. Directs the day-to-day financial operations of the agency in accordance with the agency’s standards, guidelines, and regulations, to achieve the organization's strategic directions and operational plans.Duties:Financial Accounting and Reporting:Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP)Develop, implement, and ensure compliance with internal financial and accounting policies and proceduresEnsure that all statutory requirements of the organization are met including Charitable Status, Withholding Payments (CPP, EI), Income Tax, Goods and Services Tax, Employer Health TaxMonitors financial results and expenditures by using variance analysis, forecasting methodologies, and comparison to the fiscal budgetDevelops computer models for revenue and expenditure forecasting, monthly accruals, variance analysis, and budget monitoringAnnual budget planning for financial and volume targets, and budget completionPrepare all supporting information for the annual audit and liaise with the Board's Audit Committee and the external auditors as necessaryDevelop and maintain financial accounting systems for cash management, payroll, accounts payable, accounts receivable, credit control, and petty cashOversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable, and payrollEnsures all external mandatory reporting requirements are met, including Ministry of Health and all fundersManage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate.Prepare annual charitable returns in a timely manner as appropriatePayroll Preparation and Administration:Oversee all payroll-related functions to ensure that employees are paid in a timely and accurate mannerWork in collaboration with the Senior Director, People, and Teams to negotiate health benefit plansOversight of the process and submission of statutory and benefits remittances on timeOversight for issuing annual T4s and T4ABudget Preparation:Establish guidelines for budget and forecast preparation, and prepare the annual budgetAssist the leadership team with the preparation of budgets for their programs/departments and funding applicationsProject Accounting:Maintain financial records for each project in a manner that facilitates management reports and external reportingEnsure that accurate and timely financial statements are prepared in accordance with contract agreements with fundersProvide accurate and timely reporting on the financial activity of individual projectsDepartment Management:Manages direct reports including but not limited to:Hires and orients staffDelegates and assigns work, and projects and monitors completionDevelops, coaches, supports, and evaluates performanceEnsures staff have the tools including required training to meet job requirementsDevelops remedial plans as requiredQuality:Ensures that continuous quality improvement is an operational goalEnsures that indicators and metrics are developed to monitor quality initiativesAnalyses trends and directs the development of remedies and performance improvementPolicies, Procedures, and Legislation:Adheres to the organization’s Vision, Mission, Values, and goals as outlined in its strategic planAdheres to all organizational policies and proceduresIs familiar with pertinent provincial legislation that includes: the Mental Health Act, the Health Consent Act, PHIPA, the Substitute Decisions Act, the Occupational Health and Safety Act, the Employment Standards Act, and the Ontario Human Rights CodeRequirements:Bachelors degree in accounting, Commerce, or Business Management/AdministrationProfessional designation (for example Chartered Professional Accountant), or equivalent requiredPrior Work Experience:Substantial recent & relevant experience, (minimum of five years) in a financial management position working at a management level.
