The Director of Application Management (AMS) is responsible for operational and strategic oversight for the effective delivery of AMS for Alberta Health (AH) department. These services include management, development, enhancement, operation, support and maintenance services through outsourced vendors for all production IT applications used by AH and components of the Electronic Health Record (EHR).

The Director of AMS has a direct impact on the achievement of objectives around the continuous operation of AH and EHR critical business IT applications. This includes operational oversight of all AMS and ensuring that effective and efficient delivery of services is provided according to the terms of the contract that is developed and put in place by the Director of AMS. The successful candidate is required to develop, lead and maintain partnerships and working relationships with a significant number of diverse internal and external stakeholders to provide leadership to develop a coordinated AMS strategy that meets the department’s strategic objectives. 


Reporting to the Executive Director of the Information and Technology and Operations (ITO) Branch, the Director of Application Management Services is responsible for: 

  • Develop and implement effective and sustainable strong management business processes and policies that enable the effective delivery of IT Application and Management Services and IT Application Development Services 
  • Develop and implement effective and sustainable strong management business processes and policies that enable the effective delivery of IT Application Development Services (ADS)
  • Ensure new and existing IT applications are managed and enhanced to meet changing business requirements and technical needs
  • Ensure quality AMS and ADS are provided by the AMS Outsourced vendor.
  • Establish and maintain effective customer relationship protocols.
  • Manage significant budget and resources to deliver AMS/ADS services to the department.
  • Manage Business Intelligence Environment (BIE) complex set of information technology, IT applications and large databases that are manipulated to provide information to AH business units, researchers and other stakeholders who have a need for provincial health information.

Qualifications

University degree in Computer Science, Computer Engineering, Commerce, Business Administration, or related equivalent and supplemented by seven (7) years in information technology environment. Equivalencies will be considered.

Equivalency: 
Related experience or education may be considered as an equivalency on a one for one basis.

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education


Required experience includes:

  • Experience in leadership role with proven success managing complex issues.
  • Experience negotiating and working with multiple internal and external stakeholders.
  • Experience in contracting and service procurement.
  • Experience in managing AMD/ADS vendors and contracts.
  • Experience applying an integrated approach to service delivery. 
  • Experience in a large-scale IT application management and development environment
  • Experience in Project management. 


Preference will be given to individuals with the following assets:

  • Certification in project management 
  • Experience with contract management and/or working with IM and IT architectures, standards and processes

This competition will be used to staff one (1) full-time permanent position. 

Hours of Work
7.25 hours daily/ 36.25 hours weekly, Monday to Friday


Location
ATB Place North, Edmonton, Alberta. This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
