Our Capital Projects Group, Environmental Programs and Assessment (EPA) division, Soil and Groundwater Quality team is seeking a permanent Environmental Project Coordinator to join the team. The role will primarily involve coordinating environmental due diligence Phase 1 and 2 Environmental Site Assessments (ESAs) and designated substances surveys (DSS) for properties Metrolinx is acquiring or selling as well as assisting in the oversight of excess soil and groundwater management during the construction of transit infrastructure. Duties will include drafting technical scopes of work, technical review of completed reports, assessing the extent of contamination and development of cost estimates for remediation. Responsibilities also include tracking budgets, coordinating with our roster of consultants and contract administration. We are looking for a candidate who is highly organized, collaborative, experienced with conducting ESAs, familiar with DSS and has the ability to clearly communicate complicated technical environmental concepts to non-technical collaborators. What will I be doing? Develop scopes of work, plan, manage, and oversee the project work of consultants, with respect to Phase 1 and 2 ESAs, DSS and excess soil sampling.  Conduct technical review of Phase 1 and 2 ESAs, DSS and excess soil reports to ensure compliance with applicable CSA standards, O. Reg. 153 Records of Site Condition and O. Reg. 406/19 On-Site and Excess Soil requirements Track budgets, schedules, health and safety plan submittals, review invoices for completed work, secure approvals for proposed work and coordinate with contract administration staff for purchase orders and invoice payment. Assist with the estimation of the contamination liability associated with end-of-life retirement of Metrolinx assets. Coordinate project(s), or specific component(s) of the project(s) as assigned, through the design and construction phases including contributing to procurement requirements and documentation, producing project documentation and coordinating amendments and approvals of documents, contributing to issue and risk reporting and mitigation plans, and collaborating with internal and external authorities and stakeholders on matters of Safety, consultant outputs, and Budget variances. Perform day-to-day project administration such as organizing electronic files, coordinating meetings (internal and external), attending meetings related to project or component, organizing and reporting on tasks. Undertake environmental studies, and mitigation and reporting aspects of projects, through all stages of environmental assessment, and design / construction, in terms of function, quality schedules and approvals in co-ordination with external and internal authorities.  Identify policy, procedure, and information gaps, and develop recommendations for improvements and/or corrective action.  Review current and proposed legislated standards, regulations and / or guidelines established by various ministries, and environmental assessments undertaken by other agencies, and assessing potential Metrolinx program impacts. Develop good internal and external working relationships, to collaborate and exchange information and maintain a current knowledge base of policies and legislation.  Monitor and report on contractor / consultant adherence to contract terms of reference, and compliance with the Ministry of the Environment, Conservation & Parks (MECP) and Conservation Authority guidelines and assist in the development and application of corrective measures. What Skills and Qualifications Do I Need? A college diploma or university degree in related discipline (Environmental Science, Environmental Engineering, Geoscience, Environmental Management) or an equivalent combination of education, training and experience providing a thorough knowledge of the theories and practices of environmental site assessment and remediation.  Detailed knowledge of project management including reviewing scopes of work, level of effort to complete studies, cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation.  Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are a must. Proficiency in the use of project management software and computer applications is essential.  . or . designation would be considered an asset.  Demonstrates experience designing and conducting Phase 1 and 2 ESAs, historical due diligence research, undertaking intrusive soil, groundwater, soil vapour and indoor air investigations, remediation oversight and confirmatory sampling is an asset. Experience with construction monitoring, soil excavation, stockpile sampling, soil management, cost estimation for environmental remediation, groundwater treatment and discharge is considered an asset.  Knowledge of O. Reg. 153/04 (as amended) Records of Site Condition, O. Reg. 406/19 On-Site and Excess Soil Management and associated Rules for Excess Soil Management and Excess Soil Quality Standards, and Reg. 347 Waste Management is preferred. A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. Must meet and maintain the corporate standard for a good driving record.
