The Nunavut Impact Review Board (NIRB), located in the Inuit community of Cambridge Bay (Ikaluktutiak), is searching for knowledgeable, environmentally-focused, Monitoring Officers to join their team in Cambridge Bay, or potentially from another community in Nunavut!About The NIRBThe Nunavut Impact Review Board (NIRB) is Nunavut’s environmental assessment agency. Its mission is to protect and promote the well-being of the Environment and Nunavummiut through the impact assessment process, including responsibilities for assessing the potential impacts of proposed projects before required permits, licences and approvals can be granted. Using both traditional knowledge and recognized scientific methods, the NIRB assesses the potential biophysical and socio-economic impact of proposals, making recommendations and decisions about which projects may proceed.As a Monitoring Officer, you will be a part of upholding the important mandate of the NIRB, which is to:Provide for certainty and clarity of rights to ownership and use of lands and resources, and the rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore;Provide Inuit with wildlife harvesting rights and rights to participate in decision-making concerning wildlife harvesting;Provide Inuit with financial compensation and means of participating in economic opportunities; andEncourage self-resilience and the cultural and social well-being of Inuit.Responsibilities Reporting to the Manager of Project Monitoring, Monitoring Officers take a hands-on role in coordinating the monitoring programs for projects approved to proceed under Article 12 of the Nunavut Agreement, and Part 3 of the Nunavut Planning and Project Assessment Act (NuPPAA). With a focus on monitoring compliance with Project Certificate terms and conditions and other regulatory instruments, Monitoring Officers also assist operational staff with impact assessments and community engagement tasks. Specific responsibilities include, but are not limited to:Coordinate and execute the monitoring programs for approved development projectsAssist in developing monitoring programs for NIRB issued project certificates and screening decision reportsConduct site visits to assess regulatory compliance and effectiveness of monitoring programsProvide reports and briefings to the Board on the adequacy of and compliance with terms and conditions of project certificates and on the ecosystemic and socio-economic impacts of projectsCoordinate with government agencies and departments responsible for project monitoring, as directedParticipate in working group meetings and similar forums to support implementation of project-specific monitoring programs and regional monitoring efforts, as directedMonitor tracking system to evaluate status/compliance with regulatory instrumentsMonitor compliance with terms and conditions established by NIRB Screening DecisionsProvide guidance to regulators and proponents relevant to monitoring programsGuide and inform regulators and the proponent of report requirements and deadlinesEngage with proponent on annual reporting requirements and associated recommendationsManage administration and reporting for assigned projectsDevelop annual report for the NIRB on the effectiveness of project terms and conditions, and suggested follow-up actionsConnect proponents with the regional socio-economic monitoring committees and track outcomesOversee the accuracy of the public registry, ensuring information is well-organized and distributed for public comment, as necessarySupport impact assessments for major development projectsAssist in facilitating community engagements, technical workshops and public hearingsReview comments and expertise received from agencies, designated Inuit Organizations, community organizations and other stakeholdersProvide feedback and advice based on evaluated effectiveness of mitigation measures and adaptive management strategies for approved projectsParticipate in meetings, workshops, and public hearings in relation to regulatory instruments issued in association with the NIRB project certificates and screening decision reportsQualifications, Skills and ExperienceUndergraduate degree (or equivalent) in Environmental Management or a related discipline, or an equivalent combination of education and experienceAlternative acceptable education and training preparation includes college-level courses completed in Environmental Studies and/or Natural Sciences supplemented with several years’ work experience in positions having same or similar responsibilitiesPersonal and professional experience in the Arctic or in a cross-cultural setting, considered a strong assetFamiliarity with the provisions of the Nunavut Agreement and Nunavut Planning and Project Assessment ActUnderstanding of environmental legislations and regulationsStrong knowledge of environmental assessment procedures and processes, as well as matters related to environmental legislation and regulationsKnowledge of typical environmental impacts (socio-economic and socio-cultural) and mitigating techniques for a variety of developments including mineral exploration and mining, transportation and researchEfficiency in Microsoft Office; Word, Excell, Access, PowerPointExcellent verbal and written communication skillsTime-management and multitasking skillsAbility to summarize reports and highlight important issues, complex ideas, and principles for non-technical audiencesWritten and/or conversational fluency in Inuktut, considered a strong assetThe successful candidate will have a strong connection to protecting and promoting the well-being of the environment using both traditional knowledge and recognized scientific methods. They will practice a high level of integrity, embracing unique cultural values and traditions, as well as the environments and adventures that are unique to Canada’s Arctic. No phone calls please.Compensation and BenefitsCompensation will be commensurate of the successful candidate’s level of education, knowledge and experience pertaining to the role – however, the base salary range for this position is $89,156 - $114,037.The NIRB offers a comprehensive combination of benefits and incentives, including but not limited to:Supplemental Northern Living Allowance up to $28,457 for employees without dependents and up to $47,428 for employees with dependents.
