Job Description A) JOB SUMMARY The Facilities Services Department exists to ensure the orderly planning, development, maintenance and operation of the College’s buildings, facilities, infrastructure, and campus lands. This department is responsible for planning and providing an appropriate and effective learning and working environment at Camosun College.Campus Planning & Capital Projects is one of eight functional units within the Facilities Services Department. The department’s units work collaboratively as a team to ensure an integrated, high standard of customer service and project delivery. Reporting to the Director, Campus Planning & Capital Projects, the Capital Projects Manager provides professional advice and direction in the management of capital projects, architectural and engineering services, construction, renovations, buildings/ grounds rehabilitation, and emergency repair projects.In addition, the Capital Projects Manager is responsible for providing strategic and technical guidance to staff and project teams to ensure the appropriate development and rehabilitation of College campus infrastructure. Under the direction of the Campus Planning & Capital Projects Director, the Capital Projects Manager plans, coordinates, designs, and manages project construction, prepares and manages budgets, schedules and programs for the College’s capital projects and related services. As well, the Capital Projects Manager will assist with the implementation and completion of major capital and special projects, including long range facilities/campus planning B) REPORTING RELATIONSHIPS The Capital Projects Manager is one of three, reporting to the Director, Campus Planning & Capital Projects., The Capital Projects Managers supervise two full-time regular support staff: a Project Coordinator and a CADD Technician. They may also supervise temporary staff as required. C) ESSENTIAL JOB FUNCTIONS Under the general direction of the Director, this position, in partnership with the other Capital Projects Managers, is responsible for the successful delivery of capital project management services for the College, In addition, they are responsible for representing the institution when engaging with external stakeholders and providing guidance, coaching, and mentorship to direct reports.The Capital Projects Managers are operationally responsible for the design, specification, tender, award and management of all renovation and renewal projects for the College and support the planning and coordination of new capital builds. These positions are required to exercise sound judgement when engaging internal and external stakeholders, striving to keep projects on time and on budget. While functioning autonomously in day-to-day activities, The Capital Projects Manager carefully recognizes when engagement with leadership is required and applies expert systems thinking to facilitate decision making. The Capital Projects Manager works within a complex, multi-union organization that continues to operate while work is being completed and requires careful and thorough communication to coordinate internal and external stakeholders and related activities.The Capital Projects Manager assists in project prioritization, and is responsible for developing scopes of work, reviewing fee proposals, coordinating and managing activities of consultants, contractors, and vendors, while liaising with college staff.The Capital Projects Manager collaborates with Facilities Operations (maintenance, grounds, & custodial) staff in project design & specification to meet standards, operational practices, ensure consistency, and ensure operational readiness and a smooth transition when spaces and/or buildings are re-assumed when a project is complete. Planning/Special Projects: • Actively participates in short, medium and long term planning of projects and development of multi-year capital implementation plans. Undertakes studies and commissions reports in support of future planning projects• Participates in a consultative process with facility users, consultants, and appropriate administrators during the planning phase of projects• Manages and maintains the facility condition and facility inventory databases for the college Renovations: • Recommends approval for renovation expenditures and monitors progress within an allotted budget.• Consults with schools and departments requesting renovations to determine the most cost effective option that meets operational requirements while ensuring compliance with facilities’ standards and all applicable codes, in addition to aligning with College strategic plans and priorities.• In consultation with the Purchasing Department develops tenders, reviews bids, evaluates and selects bids based on predetermined criteria.• Defines, coordinates and schedules the services of outside consultants providing project design work or specialized facilities service work. This includes defining scope of services, reviewing fee schedules, liaising with and reviewing consultants’ work.• Assists in the development and communication of internal standards for facilities renovations• Ensures project compliance with all applicable codes, regulations, bylaws, and all applicable legislation relating to the facilities and post-secondary education in BC. Capital Project Planning and Development • Assists with oversight and coordination of all capital planning, construction and start-up of new building facilities, and additions. Development includes, but is not limited to, utilities, linear infrastructure, FF&E, energy, civil works, and building systems.• Assumes additional responsibilities and duties assigned by the Director. Project Management Office• Strategic planning and governance support: this involves defining project criteria, proposing projects that align to business goals, and advising leadership on the cost-benefit of strategic decisions.• In consultation with the Director, defines the project management and procurement methodology on a per-project basis (ie. waterfall vs. agile; design-bid-build vs. construction management; etc.)• Standardizing and consolidating best practices and processes, including cross-departmental work• Establishing a common corporate culture for the delivery of projects through communications standards, training, methodologies and best practices.• Managing and allocating project resources (staff, schedules, budgets, etc.) based on priorities• Developing and maintaining project management resources such as templates, tools, software, etc. to better manage and deliver projects. Qualifications • An undergraduate degree in a related discipline such as architecture, interior design, or engineering..• PMP Certification is considered an asset.• A minimum of six years relevant experience in a project management role with responsibility for planning, design and construction contract administration.• A minimum of four years’ directly related experience in a large, complex or multi-union environment with increasing scope of responsibility (preference given to work experience in a post-secondary setting)• An equivalent combination of education and experience could also be considered.• Valid driver’s license. KNOWLEDGE, SKILLS AND ABILITIES • Extensive knowledge of capital project management, planning, design, construction and project administration • Thorough knowledge of construction contract documents, public tendering practices, bonding and surety, bid depository rules and procedures • General knowledge of construction contract law • Demonstrated success in managing and delivering on complex projects • Thorough knowledge of current building technology for architectural, mechanical, electrical and structural disciplines • Considerable knowledge of contracting practices and sub-trade management. • Solid understanding of building systems and the ability to read and understand drawings and specifications. • Demonstrated ability in, project budgeting and forecasting• Ability to adapt and respond to emerging needs • Ability to evaluate and identify deficiencies and sub-par workmanship of designers and contractors • Exceptional interpersonal skills including the ability to negotiate and influence others • Exceptional oral and written communication skills and demonstrated ability to establish and maintain collaborative working relationships with co-workers, college employees, consultants and contractors. • Ability to motivate and effectively supervise others • Must be self-directed with a high degree of initiative and confidentiality as well as function as a team player, including flexibility of tasking within Facilities Services• Computer literate with a high degree of proficiency with the full suite of MS office products (including Microsoft Project) and databases.• Experience and familiarity with building and life safety codes is considered an asset.
