Position Summary:

The Procurement Specialist oversees and facilitates the entire business process supporting the development and issuance of contracts and approved competitive documentation for procurement of goods and services which involve the strategic, timely and economic acquisition of construction, renovations, equipment, services and supplies.

Responsibilities

Responsible for the tendering process;

  • Identifies products/services through report analysis that may be conducive to consolidation and leveraging of volumes as well as reduction in processing costs
  • Researches, reviews and helps develop specifications and/or scope requirements that incorporate the client department’s needs while meeting the industry standard
  • Analyzes procurement specifications to ensure they are conducive to competitive tendering. Ensures adequate justification is provided by the client department
  • Prepares and issues Requests for Proposals; Requests for Pre- Qualifications, Requests for Standing Offers, etc. for complex Invitational and Public Bid Calls from the market place. Advertises, publicly, when mandatory, requirements on an electronic tendering service or issues tenders directly to supplier
  • Manages the tender process for all projects identified and listed in the Strategic sourcing plan for the commodity assigned
  • Facilitates/manages the tender process for all projects identified and listed in the Strategic sourcing plan for the commodity assigned or for projects whereby the clients requested SCM leadership.
  • Facilitates the evaluation process to assist with the determination of highest ranked Proponent in relation to established evaluation criteria, price, conformance to commodity /service specifications, terms, conditions, etc.
  • Determine best source of supply by tender evaluation, application of an existing purchasing agreement or by other approved procedures
  • Provides direct assistance to client departments in the preparation of complex requirements or specifications
  • Surveys markets, develops and maintains sources of supply for assigned commodities. Interviews trade representatives and may visit supplier facilities in order to keep abreast of new technologies/products , changing markets conditions, and to assess supplier capability
  • Reviews quoted equivalent alternatives with client departments and provides recommendations.

Strategic procurement of construction, renovations, equipment, services and supplies for the client:

  • Applies existing procurement policies/procedures and provides advanced technical expertise
  • Leads procurement projects by assembling cross functional teams, assesses procurement strategies, carries out spend analysis and provides forecasting for expenditures and budgeting of procurement spending
  • Analyzes business cases of staff and/or client and determines the best method to provide timely and efficient procurement of construction, renovations, equipment, services and supplies
  • Forecasts business requirements, bids, proposals, etc. in cooperation with clients and other technical resources, including preparing detailed spreadsheets and/or reports. Provides recommendations to senior staff on the best procurement approach.
  • Negotiates prices, terms and conditions of agreements and contracts
  • Reviews amendments and terminations of contracts;
  • Provides advanced technical expertise regarding contract terms and conditions, service level requirements and other commercial contract terms and conditions
  • Resolves post-contractual problems, such as: non-compliance, non-performance, deliveries or other defaults
  • Develops and writes contracts, amendments and terminations of contracts as necessary, ensuring the operational needs of customers are met.
  • Establishes and maintains effective ongoing communications with customers, vendors, Public Agencies, Non-profit Societies and represents BC Housing at meetings with Crown Corporations, Purchasing,
  • Groups, Committees, etc
  • Assists with the development of procurement policy, procedures and strategies, through in-depth research and staff consultation.

Supports Supplier Relationships:

  • Meets with new Suppliers to clarify service expectations on Contracts
  • Resolves product and service issues through negotiations with Suppliers
  • Assists the Procurement Manager in establishing vendor management strategies
  • Develops key supplier performance criteria and processes
  • Identifies key suppliers and monitors performance using criteria established
  • Tracks and reports quarterly on Supplier activity
  • Addresses supplier performance issues through Corrective Action reports
  • Researches and promotes environmentally preferred goods and services, which support the principles and guidelines of the Sustainable Development act. Educates the procurement team on these requirements
  • Develops reports to track Government procurement initiatives such as Aboriginal Procurement, Green
  • Purchasing, and economic development initiatives

Supports Client Development and Relationships:

  • Meets with clients regularly to develop procurement plans and expectations as well as developing a strong working relationship
  • Educates clients on existing procurement policies, practices and tools available, and provides assistance in a timely manner.

Works with Computerized Systems:

  • Develops, maintains and/or monitors data bases created for the purchasing systems
  • Assists with the development, maintenance and monitoring of the Client – Supply Chain Management Department’s Intranet Site
  • Maintains (backs up), and monitors the Supply Chain Management Department’s Internet Site on the BC Housing’s Internet Web Site.
  • Ensures electronic tender files contain required information and documentation to support resulting contract awards.
  • Ensures data accuracy when updating or creating item numbers, catalogues, templates, address book records, or any other information in the JDE procurement module,

Qualifications

  • Bachelor's degree in Business Administration, Procurement, Construction Management, or related field.
  • 3+ years experience with public (government) procurement, and proficiency in e-tendering platforms (previous experience with platforms like MERX or BC BID is beneficial).
  • Familiarity with Request for Proposals (RFPs), including the ability to develop, send out, and review them while aligning with client requirements.
  • Proficiency in construction contracts, particularly CCDC2 (Stipulated Price Contract), CCDC5B (Construction Management Contract for Projects Using Intermediate Construction Management), CCDC14 (Design-Build Stipulated Price Contract), and RAIC dot 6 (Document 6 - Stipulated Price Contract for use in Alberta, British Columbia, and Saskatchewan).
  • Knowledge of purchasing in a variety of supplies and services
  • Knowledge of construction, building maintenance and repair, including parts and supplies;
  • Knowledge of construction purchasing and their contracts;
  • knowledge of Canadian construction, tendering and contract law(s) and practices
  • working knowledge of Public Procurement requirements and legislation;
  • strong decision making and analytical skills;
  • Ability to negotiate prices, terms and conditions of agreements and contracts
  • Ability to resolve post contractual problems;
  • Ability to plan and organize purchasing activities
  • effectively plan and organize purchasing activities;
  • Outstanding customer service skills;
  • Ability to write reports, specifications, Bid Calls, Request for Proposals, etc.
  • Advanced computer skills and knowledge, including, but not limited to: Microsoft Office – Professional Version;
