District Director (Metropolitan) Corporate Services Location: Halifax Type of Employment: Full-Time, Permanent Union Status: Excluded (Non-union) Competition # COR 24147 Closing Date: October 25, 2024 Nova Scotia Provincial Housing Agency is seeking an innovative and dynamic District Director to lead and manage the Client Services and Building Maintenance teams. As part of the senior leadership team, the District Director will drive initiatives that improve housing accessibility, affordability, and quality of life for communities across the province. About Our Opportunity Reporting to the Executive Director, Client Services, the District Director will play a pivotal role in shaping and delivering housing programs, ensuring safe, affordable accommodations for residents while maintaining the integrity of housing infrastructure. You will drive strategic planning, oversee operations, and lead transformative client service initiatives. The position requires a full-time, on-site presence five days per week. Preference will be given to candidates residing within HRM. Primary Accountabilities Leadership & Employee Engagement Lead and manage a diverse team of professional, technical, and administrative staff to achieve the goals of the Nova Scotia Provincial Housing Agency. Ensure a harmonious work environment in a unionized setting, while upholding corporate values and maintaining safety and compliance with policies. Lead employee engagement initiatives, obtain feedback, analyze data. Ensure the delivery of programs and maintain harmonious labour relations within a unionized environment. Client Service Transformation Ensure that employees and contractors carry out their job functions safely and in accordance with legislation and corporate policies. Enhance tenant relations and involvement through initiatives which promote tenant inclusion in program/policy design. Finance & Risk Management Implement a risk assessment and risk management program for all properties. Protect and improve on government’s property investment through analysis and determination of priorities. Policy & Process Administration Ensure fairness and equal access in the allocation of housing units. Complete Decision Reviews on all requests from clients. Stakeholder Relations & Contract Management Build and maintain strong relationships with key internal and external stakeholders. Provide updates and recommendations to the Executive Director and Senior Leadership Team. Decision Making & Strategic Planning Develop and execute short- and long-term strategies to maximize the efficiency and longevity of housing stock. Make complex and sensitive decisions regarding staffing and financial resources. Performance & Impact Ensure the district’s housing operations meet high quality, safety, and affordability standards for low-income Nova Scotians. Oversee the administration, maintenance, and repair of up to 4,500 rental units. Qualifications and Experience Bachelor’s degree in a related field plus several years progressive management experience. Strong financial acumen including budgeting, expense control, forecasting and analysis. Ability to effectively problem solve and think strategically. Possess a valid Nova Scotia driver’s license with access to a reliable vehicle for work purposes. Assets Eligibility for membership in the Real Estate Institute of Canada as a Certified Property Manager (CPM). Business process improvement expertise and service delivery experience.
