Information Technology Director

Summary: Taft College seeks a dynamic and innovative Information Technology Director to lead and manage all aspects of information technology services and operations. This key leadership position will be instrumental in advancing the college's technological capabilities to support its mission of providing a high-quality education to our diverse student population.

Responsibilities and Duties
Lead the strategic planning process for developing and implementing a comprehensive technology strategic plan aligned with Taft College's mission and goals.
Collaborate with college leadership to integrate technology into institutional planning and decision-making processes.
Identify innovative solutions to enhance teaching, learning, and administrative operations.
Oversee daily operations of the IT operations, ensuring efficient and effective support for students, faculty, and staff.
Implement best practices for IT service delivery and management.
Manage the college's network infrastructure, data centers, and cloud services.
Oversee cybersecurity, network, and support operations and team members.
Maintain, improve, and report on the District technology resources inventory.
Assist departments in addressing functional needs, purchasing equipment, networking/integration, providing appropriate hardware and software upgrades, managing installation, storage, and data integrity.
Direct staff in assisting faculty, support staff, and administration in evaluating emerging technologies, maintaining technology literacy and creative application of technology resources.
Develop and maintain information security guidelines, policies, and procedures.
Ensure compliance with federal and state regulations, including FERPA, HIPAA, and California privacy laws.
Implement and maintain disaster recovery and business continuity plans.
Develop and regularly update a comprehensive incident response plan.
Lead cybersecurity initiatives and oversee the implementation of security measures.
Arrange for needed cybersecurity training across campus.
Lead IT initiatives, including network resiliency assessment.
Manage vendor relationships and contracts for technology services and products.
Oversee the implementation of technologies to support distance education and hybrid learning models.
Establish standards for technology hardware, software, and communications protocols.
Develop and manage the annual IT budget.
Seek and manage technology-related grants to supplement college resources.
Identify opportunities for cost savings and operational efficiencies.
Recruit, train, and mentor IT staff to build a high-performing team.
Foster a culture of innovation and continuous improvement.
Provide professional development opportunities for IT staff.
Serve on college-wide committees and actively participate in shared governance processes.
Develop strong partnerships with academic and administrative departments.
Communicate effectively with diverse stakeholders, including students, faculty, staff, and community partners.
Represent IT interests in college-wide decision-making and policy development.
Lead the development, implementation, and regular testing of the college's IT incident response plan.
Coordinate with relevant departments to ensure a swift and effective response to IT-related incidents.
Conduct regular risk assessments and implement mitigation strategies.
Provide leadership during IT-related emergencies or security breaches.
Perform other managerial duties as assigned.
Qualifications
Required Minimum Qualifications
Master's degree in Computer Science, Information Systems, or a closely related field; OR
Bachelor's degree in Computer Science, Information Systems, or a closely related field, plus two additional years of qualifying experience; OR
Associate's degree in Computer Science, Information Systems, or a closely related field, plus four additional years of qualifying experience; OR
The equivalent combination of education and experience.
AND
Minimum of 7 years of progressive IT leadership experience, including server and network administration, with at least 3 years in a management role, preferably in higher education.
Strong knowledge of current and emerging technologies, including cloud computing, data analytics, and cybersecurity.
Proven track record of successful technology implementations and integrations.
Demonstrated experience in strategic planning, project management, and change management.
Excellent communication and interpersonal skills.
Ability to work collaboratively in a diverse, multi-cultural environment.
Understanding of the California Community College system and its unique challenges and opportunities.

Preferred Qualifications
Experience working in a Hispanic-Serving Institution (HSI).

Physical Demands and Working Environment
Ability to work extended hours as needed, including some evenings and weekends.
May require occasional travel for conferences and professional development.

Compensation and Benefits
The salary range for the position is a Grade 22 on the Administrator Salary Schedule, with a range of $138,420-$158,712 per year. West Kern Community College District offers a comprehensive fringe benefits program that includes District paid medical, dental and vision coverage for all full-time employees and their dependents, as well as a generous paid leave program. Employees are eligible for membership in the CalPERS or CalStrs retirement systems.
