Job Description: Deputy City Clerk / Manager of Legislative Services Competition Number: 24/213 Posting Scope: Internal / External Posted Date: September 19, 2024 Closing Date: October 17, 2024, 4:30 PM PST Department: Legislative Services Posting Type: Continuous (Regular Full-Time) Work schedule: Monday to Friday ( 35 hour work week) Salary: Pay Band 5 ($ 105,774.73 to $ 124,441.96) Job Code: 3173 Employee Group: This is an Exempt position Number of Vacancies: 1 POSITION SUMMARY: Under the direction of the City Clerk, effectively manage the activities of the Legislative Services Section – legislative secretariat and related programs - in support of the Legislative and Regulatory Services Department strategic and operational plans. MAJOR ACCOUNTABILITIES: Develop and manage the provision of legislative secretariat programs including: preparing and managing annual operational budgets; reviewing administrative procedures and processes and developing and implementing improvements. Supervise and manage five support staff of the Legislative Services Section including: setting staff objectives and priorities; providing work direction, selecting staff; managing employee conduct, performance, and attendance; responding to grievances; overseeing safety program. Provide professional advice to Council, advisory committees, senior managers and staff including: providing advice re bylaw and statutory requirements governing Council and municipal operations; attending Council and Council committee meetings and providing parliamentary and procedural advice; assisting advisory committees with understanding terms of reference and procedures; educating managers and staff on the application of legislation and regulations to administration and the preparation and presentation of agenda items for Council. Represent the Legislative and Regulatory Services Department to other organizations, government agencies and the public including: clarifying legislation with Ministry of Community Services officials and seeking information from community associations, interest groups and the public; responding to media and public information requests. Manage the delivery of legislative secretariat services to Council including: creating agendas and coordinating Council and Committee meetings of the Whole and related advisory committee meetings; ensuring the accurate and complete recording and preserving of meeting minutes; ensuring that statutory notices, bylaw preparation and other procedures are administratively correct; responding with other departments to public information requests re Council processes and procedures; receiving and responding to correspondence from the public and other organizations; communicating Council decisions to affected stakeholders and the public. Other related activities including Deputy Chief Election Officer. QUALIFICATIONS: Bachelor of Arts Degree, preferably in Public Administration or Political Science. Provincial Board of Examiners Certification in Local Government Administration. 5-7 years of progressively responsible supervisory experience in local government administration.
