Description

The City of Côte Saint-Luc (City) is looking for a Senior IT Manager who will be responsible for the management of the City's information technology (IT) operations and the implementation of new IT systems and policies. The position is also in charge of i) liaising with other departments to ascertain their technological requirements; ii) long-term planning; iii) strategic thinking; iv) project management; and v) implementation of cybersecurity strategies.

Under the authority of the Director of IT, the Senior IT Manager will combine a hands-on understanding of information technology to lead the day-to-day operations of the IT infrastructure with the ability to manage a team to adequately plan IT needs for the short, medium, and long term.

Key Responsibilities

  • Ensure 24/7 operational functioning of the City's technology systems.
  • Administration and maintenance of the City's operations infrastructure and technology systems, including asset lifecycle management.
  • Manage Microsoft 365, ERP, and active directory.
  • Manage network servers and switches and make recommendations for improvement.
  • Ensure the security and integrity of the City's data and information systems.
  • Manage vendors relations and contracts, and purchases of IT equipment and services.
  • Prepare and monitor financial budgets (operating and capital) and maintain cost-effectiveness of overall IT need.
  • Manage access control and video-surveillance systems.
  • Manage server/network health, logs, verify backups, review monitoring tools, resources, and applications.
  • Develop, implement, and lead IT capital projects and collaborate in other capital projects that require IT representation.
  • Create and maintain IT policies aligned with the City's infrastructure and industry best practices.
  • Create performance reports for management, external audit, and council meetings.
  • Develop and maintain disaster recovery plans and procedures.
  • Implement cybersecurity strategies to maintain security of all systems and services.
  • Act as a Level 3 escalation point for IT service desk.
  • Managing IT staff by overseeing, recruiting, and training employees.
  • Create and maintain detailed IT documentation.

Skills, Knowledge And Expertise

  • Excellent knowledge of computer systems, firewalls, active directory, security best practices, network and systems administration, local and cloud storage systems, and telecommunications systems.
  • Experience in project management and in leading IT infrastructure projects (minimum 2 years).
  • Experience with networking fundamentals, server room rack layout and cabling, and Hyper-V and virtualization solutions.
  • Experience with VoIP technologies (Teams telephony) and mobile devices.
  • Experience in managing a small team (minimum 5 years).
  • Strong leadership, communication, analytical and problem-solving skills.
  • Bachelor's degree in information technology, Computer Science, or equivalent and 5 years IT experience in a management position.
  • Bilingual (French and English).
