Secretary Treasurer, Committee of Adjustment (Planner)The Town of Ajax, situated on the northern shore of Lake Ontario, is an innovative municipal sector leader that provides a variety of services to one of the fastest growing communities in Ontario. With over 130,000 residents, Ajax's rich heritage and culturally diverse community make it a great place to work and live.Secretary-Treasurer, Committee of Adjustment (Planner)Reporting to the Supervisor, Development and Committee of Adjustment, the Secretary-Treasurer, Committee of Adjustment (Planner) is responsible for administering the Minor Variance application and Consent application submission, review, and approval process to ensure all applications are processed in the correct manner and are in compliance with the Planning Act, Town of Ajax Official Plan, Town of Ajax Zoning By-law, and other applicable legislation. The Secretary-Treasurer, Committee of Adjustment (Planner) will also undertake legal clerical duties such as searching title of the subject and adjacent lands; reviewing legal documents such as Power of Attorney, Articles of Incorporation, or Authorization and Consent to Act; administering the clearance of conditions imposed by the Committee of Adjustment including examination of clearance letters by commenting agencies for accuracy and completeness and to ensure the clearance is completed in accordance with legislative requirements. The Secretary-Treasurer, Committee of Adjustment (Planner) will attend monthly evening Committee of Adjustment meetings to organize and ensure that all relevant information is presented to the Committee for decision making on each application, including background information from the applicant, agency comments and public input. The Secretary-Treasurer, Committee of Adjustment (Planner) is also responsible for the Pre-Consultation meeting process including application review, chairing the Pre-consultation meetings and preparation of meeting minutes.Key DutiesReceive, analyze, and examine applications and supporting documents for completenessEnsure that applications filed are in compliance with Provincial legislation and regulations, and municipal proceduresProvide applicants with procedural and legislative advice and/or guidancePrepare Minor Variance and Consent reports and make formal presentations to the Committee of AdjustmentIdentify potential legal and title contraventions and research possible solutions to assist the Committee of AdjustmentReview title documents such as Parcel Identifier Number Page, Power of Attorney, Articles of Incorporation or legal documents such as Authorization and Consent to Act or by way of a Solicitor’s Declaration confirming sameCirculate Minor Variance and Consent application submissions to the public and government agencies, in accordance with the regulations set out in the Planning Act to obtain comments and conditions of approvalCompile the necessary file materials including copies of applications and supporting documentation, agency comments, maps and various other submissions to ensure that all relevant information is presented to the Committee of Adjustment for decision making on each applicationIndependently issue legal and binding Certificates for Consent applications after ensuring that all provisions of the Planning Act and Regulations thereunder, the Town of Ajax Official Plan and Zoning By-law, other applicable legislation, and agency policies or regulations were complied with and that the Committee of Adjustment decision and conditions thereunder have been fulfilled within the required legislative time framePrepare appeal packages to the Ontario Land TribunalChair/facilitate Pre-consultation meetings with technical staff, external agencies, applicants and their consultantsQualifications/SkillsFour (4) year university degree in Planning or a combination of education and experience deemed equivalentRegistered Professional Planner (RPP) or Candidate Membership and in process of obtaining RPP designationCandidate or Full Membership in the Canadian Institute of Planners (MCIP) and the Ontario Professional Planners InstituteMinimum four (4) years relevant and current work experienceExcellent analytical skills: review, comprehension and analysis of planning and other technical supporting documentation filed in support of a Minor Variance or Consent application, strong ability to interpret data and apply a diverse range of solutions; ability to analyze and interpret statistical informationExcellent communication skills: necessary for public speaking and appearing before meetings the Committee of Adjustment; accurate, error free and effective written communication required in report writing, e-mails, etc.Experience providing expert testimony before the Ontario Land TribunalStrong knowledge and demonstrated implementation of legislative requirements under the Planning Act and policy framework under the Provincial Policy Statement, Growth Plan and Greenbelt PlanProficient in Microsoft Office (Word, Excel, Powerpoint, Outlook)Valid G driver's licence with a clear driver's abstractExperience in the broader public sectorAbility to provide a current Criminal Reference Check that is satisfactory to the Town of Ajax upon hire.What is Offered to StaffRate of Pay: $44.65 - $47.25 per year.Hours of Work: This is a unionized position that works 35 hours per week.
