Job Summary Job Title: Regional Division Lead, Perinatal Health Work Site: Various Status: Contract Come work as Regional Division Lead with Vancouver Coastal Health (VCH)! Vancouver Coastal Health (VCH) is seeking an engaging and collaborative physician leader to join our team as the Regional Division Lead (RDL), Perinatal Health. Working in a dyad with the Regional Director, Perinatal & Child Program, the RDL co-develops, provides strategic, senior medical leadership, and evaluates the planning and delivery of the designated regional program and services in accordance with the vision, mission, values and goals of the organizations involved in the delivery of care. The successful candidate will be responsible for the provision of an integrated, organization-wide system that will result in better outcomes, and better-quality patient care for VCH and Providence Health Care (“PHC”). As well, they will maintain a high-functioning partnership between stakeholders to lead the achievement of regional service goals, regional policies and procedures, resource optimization and service alignment, evaluation and quality improvement, identification and monitoring of service standards, and standardization of protocols and guidelines across the program. Reporting to the Regional Department Head of Obstetrics and Gynecology, VCH/PHC, the RDL partners with VCH Communities of Care (“CoCs”), VCH and PHC medical leadership, including the Executive Sponsor for the Regional Maternal Child Program, and key stakeholders such as regional midwifery leadership, community primary care providers, the Indigenous Health teams at VCH/PHC/PHSA and other key partners such as FNHA, external agencies, and government as required, to build and enhance culturally safe and trauma-informed perinatal care across the continuum of care. The RDL co-chairs the Regional Program Committee with the Regional Director, Perinatal & Child Program to ensure consultation and close collaboration with CoC leadership and other partners who are responsible for the delivery of health care services, achieving service quality, volumes and metrics standards. The RDL will also ensure consultation with academic leadership with respect to supporting teaching and research within the regional program. As Regional Division Head, Perinatal Health with Vancouver Coastal Health, you will: Work strategically and in collaboration with the Regional Department Head, Obstetrics & Gynaecology, VCH & PHC, VCH CoC and PHC Department Heads of Obstetrics & Gynaecology, relevant site leads, Regional Department and Associate Department Heads of Midwifery, community primary care providers, and others to: Co-lead regional strategic planning for the Regional Program within the context of the MoH, VCH and PHC strategic plans, ensuring recognition and alignment with these and the CoC strategies including all clinical and academic components; Co-develop a strategic plan and the associated annual service delivery/volume plan, which considers service, quality and efficiency objectives, in collaboration with the Regional Program Committee. Create an overview of the services provided by the regional program, summarizing the key patient/client/resident services, physical infrastructure, and physician resources for all sites; Plan service delivery (including volumes, and service delivery model at each CoC) ensuring resource impacts are considered. Identify, prioritize, and implement opportunities to improve efficiency, coordination and integration of services along the continuum of services across the region; Identify action plans to address variances in regional program performance; Co-lead key strategic projects and initiatives including: Inter-regional capacity management in partnership with PHSA Lead in cross regional quality improvement initiatives such as increasing vaginal birth; Facilitate regional Morbidity and Mortality review in partnership with the Provincial Perinatal Maternal Mortality and Morbidity Review Committee; Facilitate equity through team-based models of obstetrical primary care, out-reach, virtual care across the region including rural and remote communities; Review and implement the tiers of service across the region in partnership with Perinatal Services BC; In close collaboration with the Indigenous Health teams at VCH/PHC/PHSA and other key partners such as FNHA, continue to build and enhance culturally safe and trauma-informed perinatal care across the continuum of care. Co-lead the development of the annual regional program financial and activity budget and monitor and modify as necessary; set cost, service volume, and funding at each CoC, consistent with the regional program standards and budgets. Engage communities, populations, patients/clients/residents and the public to reflect their needs in the development of Regional Program plans, particularly where significant change is anticipated. Consistently identify opportunities to improve health outcomes and quality standards and to match services against needs. Establish regional program processes and outcome targets, the development of key indicators for monitoring and reporting in support of meeting strategic goals and objectives, and providing status updates to the CoC’s and senior leadership. Coordinate and co-chairs the Regional Program Committee meetings to discuss relevant regional issues and ensure communication amongst the parties participating in the delivery of services within the Regional Program. Represent VCH interests to inter-regional, provincial and national interest groups. Act as a spokesperson for VCH as required and participating on relevant committees and boards. With the Regional Director, Perinatal & Child Program, works closely with the Academic Leadership, facilitating discussions on the development of innovative strategies to facilitate teaching, learning, and research opportunities. Working with the Executive Sponsor, responds to requests from the Ministry of Health. Direct and monitor activities of working groups and subcommittees. Perform all other related responsibilities as required. Qualifications Education, Licensing, & Experience: A Doctor of Medicine (MD) with board certification in a relevant specialty. A minimum of 5 years of experience in health authority or comparable setting, leadership roles, preferably in an academic health science center. Advanced degree in medical education, healthcare administration or a related field is favoured. A track record of leading development of multi-stakeholder, system level projects and initiatives highly desirable. Eligibility for a faculty appointment with the University of British Columbia, Faculty of Medicine, is required. Knowledge & Abilities: Demonstrates a deep commitment to advancing patient safety and quality across the health authority. Strong leadership and management skills and demonstrated experience in consultation, fostering collaboration and teamwork in a multistakeholder environment. Strong business acumen with a demonstrated skill in utilizing data to inform and drive deliberation and decision making, to tell a story, and make cases for change and continuous improvement of service delivery standards and practices across the region. Comprehensive knowledge of and commitment to health system safety, quality, risk management, improvement systems, research and professional development. Able to navigate inherent and emergent complexities and tensions with interpersonal intelligence, and through insightful, and politically savvy interactions and engagements. Demonstrated experience supporting the creation of a regional program vision and co-leading programs and teams both operationally and strategically. Demonstrated knowledge and commitment to promote and enhance services provided with sensitivity to diversity and Indigenous Cultural Safety.
