Job Description Job Summary
Reporting to the Associate Director of Traffic Systems and Operations, the Manager Traffic Systems is responsible for managing and overseeing the operation of traffic signals, the Advanced Traffic Management System and intelligent transportation systems. Also responsible for managing the design process for traffic signals and traffic control devices, planning and executing capital projects, and providing expertise and guidance in the management of traffic assets and the safe and efficient flow of traffic for Regional intersections and on behalf other jurisdictions (LAM’s, Ministry of Transportation and Niagara Parks Commission).
Education
Post-secondary 3-year diploma in Transportation Engineering or Civil Engineering.
Additional post-graduate courses in Traffic Engineering and Geographic Information Systems (GIS) are preferred.
Additional training in geometric highway design and traffic engineering principles and practices is preferred.
An equivalent combination of education, experience and qualifications may be considered.
Knowledge
Minimum 10 years’ experience in traffic engineering, preferably in a municipal and/or government organization, including a minimum of 5 years in a leadership capacity.
Must be certified as a Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
Must be certified with International Municipal Signal Association (Traffic Signals Level I and II, Roadway Lighting, Signs and Markings and Book 7 Temporary Conditions) .
Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manuals, Minimum Maintenance Standards, Accessibility for Ontarians with Disabilities Act ( AODA) and Environmental Assessment Act.
Significant knowledge of traffic signal design and operation, traffic signal technologies, Advanced Traffic Management Systems (ATMS) and CAD systems.
Responsibilities
Manages the operation of traffic signals, computerized traffic signal control systems and intelligent transportation systems at Regional locations and on behalf of area municipalities, MTO and NPC, to ensure safe and efficient traffic operations. (30% of time)
Oversees the development of traffic control strategies, analysis of intersection traffic data, and calculation of signal timing plans, using traffic signal optimization software.
Reviews and approves traffic signal timing modifications, ensuring safe and efficient movement of traffic. Ensures related documentation is maintained.
Manages the day-to-day operation and maintenance of the Region’s computerized central traffic signals system, including monitoring system performance, coordinating the installation and repair of communication equipment and troubleshooting system issues to ensure it is continuously operational.
Plans, coordinates and ensures ongoing operation of intelligent transportation systems, emergency vehicle pre-emption and transit priority systems.
Receives and responds to service requests and complaints from the public, members of Council and other agencies related to traffic operations and signal performance issues and acts when necessary to mitigate issues.
Produces, reviews and updates reports, summaries and performance indicators related to traffic signal operations.
Reviews road design plans, construction documents, development proposals and detour routes, to assess the impact to traffic operations and recommends and implements changes to traffic signal assets and operations aimed at minimizing impacts to road users and ensuring traffic safety.
Oversees the investigation, planning and layout of traffic management plans in and around construction sites, recommending detour routes, designing temporary traffic signals and other temporary traffic control devices.
Investigates and reports on liability claims against the Region related to traffic issues and appears as an expert witness as required.
Prepares reports to Public Works Committee and Council on traffic related issues.
Manages the planning, design and installation process for the installation and construction of traffic signals and other traffic control and intelligent transportation systems, including the development of design drawings, materials estimates and contract specifications. (30% of time)
Directs and guides the development of design drawings, legal signal drawings, contract specifications, tenders, requests for quotations and special provisions related to the installation of traffic signals, intelligent transportation systems and other traffic control devices.
Receives and manages new traffic signal and pedestrian crossover build requests from area municipalities and oversees the design and construction process on their behalf, including providing cost estimates, project management, and tracking and recovery of associated construction costs.
Reviews and approves design drawings and contract specifications to be included in capital projects and ensures accurate upkeep and maintenance of information systems and records management for projects, drawings, catalogs and manuals.
Directs and coordinates work assignments for consultants, technical staff and contractors for various traffic related projects.
Oversees the completion of as-constructed field audits of traffic signal infrastructure after construction has been completed and ensures the legal traffic signal drawing is reviewed and approved. Sign the “Recommended By” portion of the legal drawing to be approved by Director of Transportation.
Manages progress of traffic signal installations, including meeting regularly with contractors, coordinating internal resources, providing technical expertise and collaborating with stakeholders during all phases of construction.
Leads the planning of future traffic signal system installations, modifications and enhancements and maintains related asset inventories, datasets and documentation.
Develops asset management strategies and initiatives to meet corporate and legislative asset management requirements.
Coordinates and negotiates cost sharing agreements with external partners identifying project coordination opportunities ensuring Regional interests are met.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (20% of the time)
Enables results with the organization’s human capital strategy to foster employee engagement.
Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
Ensures alignment and coordination of activity and quality of output between teams under their direction
Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
Ensures staff has the information and resources to make successful plans and decisions.
Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures;
Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)
Administers and approves the acquisition of goods and services for their direct reports in accordance with the procurement policy.
Identifies annual Operating and Capital budget needs, through an assessment of asset condition, lifecycle and emerging needs.
Reviews and prepares requests for proposals and quotations, contract specifications, project plans and estimates for tenders.
Identifies capital projects to be included in the preparation of the annual roadway/intersection improvement budget, traffic signal installation and modernization program and expansion of traffic signal control system network.
Identifies opportunities for continuous improvement, ensuring alignment with division priorities, and developing and presenting recommendations. (10% of time)
Monitors and reviews existing procedures, programs and activities to identify areas of improvement and ensure efficiency and cost effectiveness in the services provided.
Identifies and reviews changes in legislation related to the design and operation of traffic related components, identifying strategies for improvements/modifications.
Researches, develops and implements new procedures or changes to existing procedures with a focus on effectiveness and continuous improvement.
Oversees the successful implementation of new processes and improved or innovative strategies for service delivery, with a focus on continuous improvement and best practices to improve overall quality and efficiency.
Identifies and evaluates new products and technology, develops and implements pilot projects involving the use and evaluation of new products and services by the Region.
Provides input and recommendations into Regional standards, approved product listing and consultant roster.
Keeps abreast of relevant case law related to traffic operations related claims and works with the Associate Director to mitigate risk and liability.
Represents Niagara and Transportation Services on Municipal, Regional and Provincial Committees and meetings.
Provides training and information sessions to outside agencies, regarding the use and operation of traffic control devices.
Recommends traffic signal improvements to Municipal and Provincial Governments, St. Lawrence Seaway Authority, and Niagara Parks Commission.
Evaluates and recommends computer hardware and software for traffic engineering applications.
Performs other related duties and responsibilities as assigned or required.
Special Requirements
Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated (G Class - pooled vehicles).
Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
