Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. This entails being available for on-call and onsite responsibilities beyond the standard work week. Your flexibility will be essential to this position as your schedule may require you to work on weekends, evenings, nights, holidays to support major track closures (MTCs), critical incidents and special events. It's important to note that this schedule is subject to change based on Metrolinx's operational needs and the evolving demands of our industry. Our Customer Enablement team is seeking a Manager – Facility Planning & Controls to lead the development of standards and strategies for the Station Services (SS) maintenance planning + delivery & optimization model, creation and amendment of standards held by Engineering & Asset Management, development of Standard Operation Procedures, ensuring CPG delivered expansion projects are designed with an operations & maintenance lens to ensure the best possible Customer and Staff experience while realizing reduced OpEx/CapEx requirements, and liaison with all of SS partners: Capital Projects Group, Engineering & Asset Management Office, Asset Lifecycle Management Office, Sponsors Office, Design Division. What will I be doing? Lead cross-functional/divisional collaboration with Engineering & Asset Management, Capital Projects Group, Design Division, and Sponsors to ensure Facilities Class assets provide the best possible customer experience while driving CSAT. Lead implementation of plans to mature asset management capabilities within Stations for Level 1 (Preventative/predictive), Level 2 (Corrective) & Level 3 (Renewal) efforts. Manage the development and implementation of Maintenance SOPs to ensure LEAN efficiencies. Represent SS and ensure responsible parties update the Asset Management Plan and Asset Lifecycle Management Whole Life Cost Model  Lead in developing and implementing improved communication and tools for frontline staff. Lead LEAN initiatives, such as wrench time studies, to improve and reduce maintenance $/ Lead data-driven decision-making by increasing the depth of analytics and application of LEAN theory. Lead cross-functional/divisional collaboration with Engineering & Asset Management, Capital Projects Group, Design Division and Sponsors to ensure assets are Fit for Purpose and ready for revenue-generating service. Communicates and supports internal and external clients to enhance and achieve organizational goals. Liaises with internal departments regarding operational issues or improvements and provides subject matter expertise to the management team as required.  Develops, fosters, and maintains relationships with provincial ministries, municipalities, external authorities, private companies, and the public to advance organizational objectives. Works with staff at all levels to exchange information, coordinate efforts, and resolve issues. Assesses and determines required workforce planning requirements to perform and maintain service levels and identifies budget constraints and overall impact on financial resources. Develop and maintain an environment of positive collaboration through strong working relationships and linkages between business units and departments and between Metrolinx and others.  What Skills and Qualifications Do I Need? Completion of a degree in Applied Science or Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent. Demonstrate experience in progressively responsible roles leading a large group of technical staff and/or managing large operations, preferably in the facility management / public transit sector. Knowledge of Human Resources legislation (., Employment Standards Act, Occupational Health and Safety Act, and leadership and management skills to monitor and manage employees and contractors, including experience in applying collective agreement provisions. Budget management to plan and monitor departmental budgets against limitations. Leadership ability to coach, mentor and manage a team of technical project professionals. Interpersonal and oral/written/presentation skills to liaise with all organizational levels; to work effectively with specialists across multiple sectors. Project management skills, including work planning, monitoring and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines. Knowledge of performance analytics to monitor project performance and quality and to collaborate on continuous improvement initiatives.
