The Nunavut Impact Review Board (NIRB) is searching for a Human Resources Manager to join their team and lead strategic and tactical talent management for the organization, overseeing the daily activities of HR service delivery and supporting the direction of people and culture, with a specific focus on incorporating Inuit traditions, culture, and values.About The NIRBThe Nunavut Impact Review Board (NIRB) is Nunavut’s environmental assessment agency. Its mission is to protect and promote the well-being of the Environment and Nunavummiut through the impact assessment process, including responsibilities for assessing the potential impacts of proposed projects before any required permits, licences and approvals can be granted. Using both traditional knowledge and recognized scientific methods, the NIRB assesses the potential biophysical and socio-economic impact of proposals, making recommendations and decisions about which projects may proceed.The mandate of the NIRB includes:To provide for certainty and clarity of rights to ownership and use of lands and resources, and the rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore;To provide Inuit with wildlife harvesting rights and rights to participate in decision-making concerning wildlife harvesting;To provide Inuit with financial compensation and means of participating in economic opportunities; andTo encourage self-resilience and the cultural and social well-being of Inuit.As Human Resources Manager, you would be an important asset to our mission: Reporting to the Executive Director, the Human Resources Manager will be responsible for developing, maintaining, and enhancing HR practices by planning, implementing, executing, and evaluating employee relations and human resources policies and programs. The Human Resources Manager will be dedicated to ensuring the effective recruitment and retention of Inuit talent, and serve as a key advisor for both the Board and management on human resources matters, providing responsive support in the coordination of processes related to strategic recruitment initiatives, performance management, HR policy administration, employee relations, as well as training and continued professional development. Specific responsibilities will include, but will not be limited to: Develop, implement, and communicate a human resources strategy that will work to enhance employee relations and shape organizational culture using a combination of human resource best practices and Inuit culture and valuesLead workforce planning, talent management and strategic recruitment initiatives that address management’s short- and long-term resourcing needs, including the development of recruitment strategies that target the unique needs and preferences of Inuit workers, remote staff, and the northern workforceMaintain and oversee performance management processes, fostering an environment of continuous development, coaching and assisting management in handling performance concerns, and providing support to employee disciplinary meetings and investigationsLead the development and implementation of the organizational learning and development strategy including the implementation and management of staff training sessions, workshops and activitiesOrganize cultural, language, and traditional knowledge training, including promotion of Inuktut and coordination of Inuit Qaujimajatuqangit (IQ) daysManage and maintain the NIRB’s Human Resource Information SystemMediate difficult conversations and/or conflicts and advise on matters where corrective action and/or dispute resolution may be requiredManage human resource and personnel record-keeping, ensuring accurate documentation and confidentialityCorrespond with external stakeholders including WCB, Human Rights, and Labour LawOther responsibilities as may be required or requested by senior managementQualifications, Skills and ExperienceBachelor’s degree in Human Resources Management, or a related disciplineCertified Human Resources Professional (CHRP) or other HR designation, strongly preferredMinimum 5 years’ experience in a Human Resources Management positionPersonal and professional experience in the Artic, or in a cross-cultural setting, strongly preferredDemonstrated knowledge and experience with general human resource functions, including but not limited to implementing and interpreting policies and procedures, human resource planning, full-cycle recruitment, benefits administration, occupational health and safety standards, labour relations, employment legislation, and employee and organizational developmentExcellent verbal and written communication skills, with the ability to effectively communicate complex information to staff and various stakeholders; ability to communicate in Inuktitut/Inuinnaqtun is considered a strong assetEfficiency in Windows operating systems and Microsoft Office applications; Outlook, Word, Excel, Access, and PowerPointExperience leveraging Human Resource Information Management Systems to execute an effective HR functionExcellent leadership skills with the ability to motivate, mentor, collaborate with, and empower employees to perform to their highest capacityMust be willing to submit and pass criminal records checkThe successful candidate will have strong drive for providing a culture of support and respect to employees through a combination of strategic and tactical initiatives, utilizing both traditional Inuit and modern practices. No phone calls please.Compensation and BenefitsCompensation will be commensurate of the successful candidate’s level of education, knowledge and experience pertaining to the role – however, it is expected that the salary range will be between $108,600 - $144,800.The NIRB offers a comprehensive combination of benefits and incentives, including but not limited to:Supplemental Northern Living Allowance up to $28,457 for employees without dependents and up to $47,428 for employees with dependents.
