About the role 
 
Join the CMHC Total Rewards Team in the Bilingual Specialist, Total Rewards, Benefits position. In this role, you will plan, develop, design and/or implement a range of programs and processes, specializing in benefits. You will also identify and make recommendations relating to emerging issues and trends, best practices and new or changing legislative requirements, providing subject matter expertise, guidance and coaching within the division, to business line clients and to external vendors. 
 
What you’ll do:
 

  • Lead the design and implementation of benefits plans and programs to continuously improve the program.
  • Provide expert advice and guidance, on the interpretation of Benefits plans and programs, leveraging expert knowledge of third-party administration and insurance carriers’ operations, plan administration and outsourcing operations, contracts, financial arrangement, plan designs, scope of service, technologies and interfaces.
  • Contribute to and occasionally lead committees and task forces as subject matter expert on behalf of the division or sector. 
  • Obtain input from key internal and external stakeholders and clients on issues affecting current products and/or programs and initiates opportunities for new/revised products, policies, services, programs and/or systems. 
  • Continuously scan internal and external environments to identify innovative products and programs, assessing and reporting on the applicability to CMHC. 
  • Monitor the effectiveness of plans and programs, build and maintain a partnership with vendors, setting clear expectations, dealing with any complex and/or unique cases and ensuring efficient operations and optimization of processes relating to third party service providers. 
  • Monitor, coordinate and negotiate with external service providers, providing functional expertise, coaching and guidance to vendors and internal resources. 

 
What you should have:
 

  • An undergraduate degree in a field related to human resources management, such as business administration, actuarial science, industrial relations or commerce. An equivalent level of education would be considered. 
  • Minimum of five years of experience. 
  • In-depth knowledge and understanding of group insurance plans, benefits practices compensation, payroll and pension, including non-cash compensation. 
  • Broad knowledge of human resources management policies, practices, theories, concepts and systems; knowledge of employment law and regulations, legislative issues and industry trends relating to human resources, including terms and conditions of employment, labour practices and collective bargaining. 
  • Strong oral and written communication skills in both English and French, including the ability to speak and write clearly and succinctly in a variety of settings and styles. 

 
It would be great if you also had:
 

  • Certified Employee Benefit Specialist (CEBS), Compensation Professional (CCP) or Certified Human Resource Professional (CHRP) professional designations. 
  • Experience in project management.
